About the Role:

The Air Force Test Center (AFTC) is looking for a Permanent Full-Time Supervisory Personnel Services Specialist, NH-0301-04, to work at AFTC/DP at Edwards AFB, CA.

The Air Force Test Center is the center for test management which includes staff agencies and 412 TW at Edwards AFB, CA; 96 Test Wing at Eglin AFB, FL , Arnold Engineering and Development Center at Arnold AFB, TN and numerous operating locations throughout the United States, with ~ 13K military and civilian authorizations and ~6K contractors. The primary purpose of this position is to  serve as a strategic partner of the warfighter providing the human resources expertise and policies to attract, develop, motivate and retain a talented workforce.  Acts as Deputy to the AFTC Director of Personnel (A1), sharing full responsibility for directorate management and advising the AFTC Commander.

Location: Edwards AFB, CA

Typical 2026 salary range: $146,632 - $197,200 per year (includes locality)

Travel Requirements: 10 days per year

Desired Skills:

A thorough understanding of human capital strategies to include workforce management and development, manpower, compensation and performance management to include DoD's Acquisition Demonstration (AcqDemo) personnel system, including unique authorities for managing and compensating a specialized technical workforce

Demonstrated management-level experience bringing a comprehensive understanding of mission, strategic priorities, and organizational complexities.

Major Duties:

- Manages directorate staff, including planning work, evaluating performance, and overseeing professional development

- Acts as Deputy to the Director, sharing full responsibility for directorate management and advising the AFTC Commander

- Oversees all operational activities of the Personnel Directorate (A1), setting goals and policies to ensure mission success

- Standardizes force support policies and processes across the AFTC, including workforce planning and performance management

- Manages special initiatives and studies, researching complex issues and providing recommendations to senior leadership.

Qualifications/Requirements:

  • U.S. Citizenship
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
  • Obtain & maintain Security clearance 
  • Mastery of advanced human resources and force management principles, concepts, regulations and practices, analytical methods and techniques to resolve force management problems not susceptible to treatment by standard methods
  • Knowledge of a wide range of concepts, principles, practices, statutes, regulations, current trends, and developments in personnel (military and civilian), family services, education/training, and military services programs
  • Knowledge of DoD, USAF, AFMC and Center organizations, programs, missions and functions to analyze and determine human resources and force management plans, programs and initiatives to support customers' current and future requirements
  • Proven ability to work through subordinate supervisors to plan, organize and direct functions; mentor, motivate, direct, and appraise the staff of an organization.
