About the Role:
The Air Force Civilian Service (AFTC) is looking for a Full-Time/Supervisory Facility/Infrastructure Engineer (NH-0801-04) to work at the Air Force Materiel Command (AFMC) in the Air Force Test Center (AFTC), at the 412 TW/OL-Plant 42/CE at Air Force Plant 42 in Palmdale, CA.
This is an Obligated Position in which an employee has return rights. Upon the employee’s return, incumbent may be required to vacate this position. To exercise second-level supervisory and managerial authorities over the Civil Engineer Branch at the 412th Test Wing Operating Location Air Force Plant 42 in Palmdale, California. Serves as the Base Civil Engineer (BCE) of the Operating Location Air Force Plant 42 and common areas. This position provides executive-level management of the Civil Engineer Branch and Fire Emergency Services, providing engineering direction and performing inherently governmental duties.

Typical 2026 salary range: $146,632 - $197,200 per year (includes locality)
Travel Requirements: 10 days per year

Major Duties:
• Provide executive-level leadership and supervision as the Base Civil Engineer (BCE), overseeing the Civil Engineer Branch and Fire Emergency Services at Air Force Plant 42.
• Direct a diverse team of engineers, technicians, and skilled craftsmen, managing all personnel actions, work assignments, and performance to ensure mission success.
• Develop and execute long-range strategic plans for the installation's infrastructure, overseeing the planning, design, construction, and maintenance of facilities and assets valued at over $1.5 billion.
• Serve as the key representative for civil engineering matters, liaising with high-level individuals, government agencies, and regulatory bodies to advocate for Air Force interests.
• Manage complex, multi-million-dollar projects and oversee the Civil Engineer annual budget, ensuring efficient use of resources to maintain operational readiness and support the 412th Test Wing.

- Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources
- Knowledge of Civil Engineering Branch practices, procedures, laws, and regulations pertaining to: operations and maintenance, fire protection, disaster preparedness, environmental management, and resource management
