About the Role:
The Air Force Test Center is looking for a Full-Time General Engineer (NH-801-03), Contracting Officer's Representative, to work at the 804th Test Support Squadron (AEDC/804 TSS) at Arnold AFB, TN.
The primary purpose of this position is: To serve as the Contracting Officer’s Representative (COR), providing technical oversight, surveillance, and performance monitoring of the base operating contractor supporting the 804th Test Group and the 804th Test Support Squadron. As a technical expert, the employee works closely with senior leadership to oversee, evaluate, and enforce specific Performance Work Statement (PWS) sections executed by the contractor. The employee performs reviews of contractor plans, assesses deliverables, and advises senior leadership on the alignment of test operations, sustainment activities, and system specifications with mission requirements. Work encompasses contract surveillance, quality assurance monitoring, and joint leadership coordination to guide, evaluate, and validate the engineering and development activities performed by the contractor.

Desired Skills:
The ideal candidate should be an independent and detail-oriented professional capable of organizing and executing contract surveillance to translate technical outcomes into objective performance metrics and monitor Performance Work Statement (PWS) compliance.
The candidate must possess engineering expertise to evaluate contractor deliverables and monitor technical performance across sustainment and operational activities to ensure they meet mission requirements.
The candidate must demonstrate strong communication skills to advise senior leadership on contract health, resolve technical discrepancies, and maintain legal boundaries with contractor personnel.
Major Duties:
- Works closely with leadership to evaluate, document, and assess operating contractor performance in accordance with the Performance of Work Statement.
- Works closely with leadership to develop contractor performance measures and monitor progress.
- Consults with Subject Matter Experts to gather instances of fact for contractor assessments.
- Leads preparation and delivery of contractor feedback on a regular recurring basis.
- Reviews and evaluates contractor provided deliverables for content and quality.
- Documents contractual artifacts in the system of record.
Qualifications/Requirements:
- U.S. Citizenship
- Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
- Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
- Ability to obtain & maintain Security clearance
- Must obtain level 2 Practitioner Test & Evaluation DAWIA Certification
- Financial Management Statement OGE-450, “Confidential Financial Disclosure Report” required
- Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, and contractors.
- Knowledge of a wide range of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services.
- Knowledge of development engineering methodologies sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of weapon systems, subsystems, and/or support equipment.
