About the Role:

The Air Force Test Center is looking for a Full-Time Instrumentation Project Specialist (NH-1101-03) to work at the 412th Test Wing, 412th Test Engineering Group, 812th Aircraft Instrumentation Test Squadron, JSF DT/OT Flight (812 AITS/ENIA), at Edwards AFB in Edwards, CA.

The primary purpose of this position is to serve as an Instrumentation Program Manager, responsible for managing the combined effort of contractor and government agencies in support of programs involving the temporary modification of various aircraft and stores with special instrumentation and related systems.

Typical 2026 salary range: $104,349 - $161,313 Per Year

Travel Requirements: Approximately 30 days per year possible.

Desired Skills:

- Knowledge and experience with the T-2 Mod Process and Airworthiness desired.

- Demonstrated leadership ability through experience, mentoring and continuous self-improvement desired.

- Knowledge and experience with Microsoft Project highly desired.

- Knowledge and experience Project Management desired.

Major Duties:

- Executes, controls, and monitors project tasks according to the project schedule, manages risks, and resolves issues.

- Leads, manages, establishes, and maintains effective working relationships with engineers, customer, technicians, other project team members.

- Determines appropriate modification process to employ and briefs the process and modification to the AFTC Modification Design Review Board, leadership, and other project team members.

- Communicates project status, accomplishments, problems/analysis/solutions, and requirements for support to key stakeholders.      

Qualifications/Requirements:

  • U.S. Citizenship
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
  • Ability to obtain & maintain a Security clearance
  • DAWIA Certification - Program Management - Practitioner
  • Knowledge of advanced concepts, principles, and techniques of program management including program planning, budgeting, work breakdown structures, critical path analysis, earned value analysis, and the ability to apply these techniques to plan and organize work, provide accurate cost and schedule estimates, track progress, and take corrective actions.  This includes the knowledge and ability to use modern computer systems and software to accomplish these efforts.
  • Thorough knowledge of the AFTC temporary modification (T-2) processes and regulations including, but not limited to, AFI 21-101, AFMCI 21-126, EAFBI 21-126, and of the associated AFTC modification organizations, including their specific capabilities, responsibilities, authorities, and limitations in order to accomplish temporary aircraft modifications. 
  • Knowledge of flight-test operations, electro-mechanical design, instrumentation systems, fabrication, and installation products and services as they pertain to temporary aircraft modification programs.
  • Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations, and to recommend timely and economical solutions.
