About the Role:
The Air Force Test Center is looking for a Full-Time Range Operations Program Specialist (NH-0301-03) to work at the 412th Test Wing, 412th Test Engineering Group, 412th Range Squadron, Range Operations Management Flight (412 RANS/ENRO) at Edwards Air Force Base.
The 412th Range Squadron's mission is to provide the 412th Test Wing (TW) with flight test range capabilities and facilities to support the accomplishment of the flight test mission. Test support includes real-time data acquisition, managing process and display systems, operating mission control rooms, managing inter and intra-range data transmission systems, and operating the Precision Impact Range Area to meet flight test requirements. The purpose of this position is to perform range operations program specialist duties to support the squadron's execution of the flight test mission. Plans, develops, and establishes program guidance, and executes responsibilities for the squadron's support agreements program, self-assessment and inspection programs, publication program, and assigned special programs or projects. Prepares or overseas preparation of instructions, manuals, and other materials designed to improve the effectiveness or efficiency of operations and programs. Performs reviews and analysis of programs, and provides recommendations to the Director and squadron leaders to improve operational support for flight test mission requirements.

Typical 2026 salary range: $104,349 - $161,313 per year (includes Locality)

Desired Skills:
- 2 years of experience in planning and implementing unit exercises, conducting unit inspections, and performing security procedures desired.
- 2 years of experience in interpreting test and evaluation technical language, developing business policies, and drafting operations procedures desired.
- 2 years of experience in collaboration, facilitation, and liaising in test wing enterprise relationships desired.
Major Duties:
- Performs management and administration of range operations programs, including project management, inspections, reviews, analysis.
- Performs management of the range support agreement programs, including preparation, development, and formulation of responsibilities, actions, and procedures.
- Performs management of the range self-assessment and inspection programs to evaluate the range’s compliance requirements, and performs root cause and corrective actions to ensure accountability.
- Performs management of the range’s publication programs, including development of instructions, policy, processes, procedures, and authoritative guidance for implementation.
- Performs technical writing, coordinates and prepares documentation, and conducts program duties independently and with a high degree of self-initiative to enable range test support programs.
- Exercises high degree of office automation software to produce spreadsheets, graphics, tables, and reports to support proactive execution of responsibilities to improve business and operations programs.

- Subject to Temporary Duty assignment travel approximately 30 days per year
- Knowledge of requirements, regulations and policies related to range operations and range program test support functions and mission areas.
- Knowledge of policies, processes, and procedures to manage support agreement programs, self-assessment and inspections programs, publication programs, and other specified range management programs.
- Knowledge of operations, products, services, needs, and goals of the range programs supported, the range functions or resources required, and general understanding of range capabilities.
- Ability to independently research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely, economical, and innovative solutions, and to independently plan, organize, and coordinate among various technical and operational subject matter experts.
- Ability to establish and maintain good working relationships with key individuals and teams, to practice team building, to provide leadership, and to perform program or project lead management.
- Ability to utilize computer software application skills, and to coordinate with personnel on presentations or communications involving management of programs, policies, and procedures.
