About the Role:

The Air Force Test Center is looking for a Full-Time Management Analyst (NH-0343-03) to work at the 412 Test Wing, 412 Operations Group, 411 Flight Test Squadron, (411 FLTS/DOOO) at Edwards Air Force Base.

The purpose of this position is to ensure policies and controls directed by Combined Test Force and Flight Test Squadron (FLTS) Commander are enforced to support all of the organizations programs. This position serves as the principal staff advisor to the CTF Leadership Team and FLTS Commander on innovation, automation, and special projects/studies to support the CTF minimal manning structure.

Typical 2026 salary range: $104,349 - $161,313 per year (includes Locality)

Travel Requirements: 15 Days Per Year

The ideal candidate is someone with a proven track record of looking at legacy administrative or operational workflows, identifying bottlenecks, and actively leveraging modern digital tools and automation, to streamline how our squadron operates. You are someone who naturally asks, 'How can we make this faster, smarter, and more efficient?

2. The ideal candidate must possess the intellectual agility to synthesize highly complex, technical issues into clear executive decision briefs, coupled with the interpersonal diplomacy required to build consensus, manage customer protocol in classified spaces, and advise senior leaders with confidence.

3. We need a self-starter who is comfortable navigating "gray space", someone who can take a vague, highly complex organizational challenge, break it down through rigorous analysis, and build a structured path forward. You are someone who doesn't just identify a roadblock; you proactively present three viable alternative routes along with a solid recommendation on which way we should steer.

Major Duties:

Lead Process Improvement & Automation: Serve as the functional owner and expert for process improvement, automation, and special studies to optimize operations across the CTF/ITF and FLTS.

Provide Executive Advisory Services: Act as the principal consultant to the CTF/ITF Director and FLTS Commander, delivering clear analysis, strategic recommendations, and viable alternatives to support informed decision-making.

Direct Highly Challenging Projects: Define, lead, and execute complex, high-priority projects aligned with the CTF/ITF Leadership Team's (CLT) strategic needs and established guidelines.

Formulate Operational Plans & Teams: Guide and lead cross-functional teams in formulating, integrating, and executing comprehensive project plans to solve highly complex organizational problems.

Oversee Policy & Procedure Development: Establish, revise, and review operational policies, mission objectives, and procedures to eliminate barriers, resolve work problems, and implement quality improvements.

Facilitate Key Briefings & Communications: Manage and coordinate critical organizational communications, including meeting agendas, briefing slides, Commander's Calls, and high-level presentations.

Cultivate Strategic Partnerships: Maintain effective working relationships and represent the organization with senior base leadership, Air Force program offices, DoD agencies, and civilian partners.

Coordinate Protocol in Classified Spaces: Coordinate and meet with key stakeholders to facilitate secure, proper customer engagements and protocol requirements within classified environments.

Conduct In-Depth Research & Action Plans: Research complex institutional issues to recommend, document, and execute corrective actions impacting the organization, installation, and broader agency.

Qualifications/Requirements:

  • U.S. Citizenship
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
  • Obtain & maintain Security, Top Secret and/or SAP SAR clearance
  • This is a designated Drug Testing Position
  • Knowledge of T&E operations, processes, products, services, needs, and goals of program(s) and the organizations served, and related customer, functions, resources, and users.
  • Knowledge of analytical, evaluative, planning and investigative processes, techniques and methods as applied to issues or studies involving administrative or support functions.
  • Knowledge of civilian and military administration. Ability to advise leadership using knowledge of personnel management regulations and procedures required to train, direct, mentor, and motivate employees.
  • Knowledge of 412 TW command and organizational structure, mission, programs and organizational relationships and both written and unwritten, pertinent regulations, procedures and policies in various organizations..
