About the Role:

Full-Time/Term Position, Community Planner (NH-03-0020-03), 96 TW/96CEG (96CEG/CENPL), Eglin Air Force Base

To serve as Community Planner to develop and maintain the Comprehensive Plan to provide a complete, well-ordered and functional installation. The Comprehensive Plan is the document that presents in electronic, graphic, narrative and tabular form the present composition of the installation and its orderly and planned development. It includes an accurate and complete record of existing facilities, covering such items as: geographical location. real estate, aerial photographs, basic layout, airfield pavements, geology, meteorological data, flight hazards, zoning and utility plans.

Location: Valparaiso, FL (Eglin Air Force Base)

Typical 2026 salary range: $89,508-$138,370 per year (includes Locality)

Travel Requirements: 15%

Areas of Consideration (AOC): Department – wide (DoD)

Temp/Term Statement:

This position is a TERM position NOT to exceed 24/08/2029 but may be extended or lead to a permanent position.

Desired Skills:

Minimum 2 years of Community Planning experience

Must be able to develop and maintain community relationships (on and off the installation)

Must have technical writing skills and be able to perform oral presentations.

Major Duties:

-Community Engagement: The ability to facilitate inclusive dialogue, host public workshops, and incorporate diverse citizen perspectives into development decisions.

-Policy and Zoning Knowledge: Mastery of local, state, and federal legal frameworks regarding land use, and environmental regulations.

-Geographic Information Systems (GIS): Proficiency in using spatial software (like ArcGIS Products) to map demographic trends, environmental risks, and infrastructure needs. Power point as well.

-Data Analysis: Skill in collecting, interpreting, and forecasting demographic, economic, and social data to support evidence-based planning.

-Strategic Long-Term Planning: The foresight to anticipate future population growth and design comprehensive master plans spanning 10 to 50 years.

-Graphic Communication: The ability to conceptualize ideas using design tools to draft site plans and illustrate spatial concepts.

-Ability to effectively present information to top leadership, public groups and boards.

-Knowledge of urban design, place making, and context sensitive design principles and practices.

-Knowledge of principles and practices of comprehensive planning according Federal, State and Local regulatory requirements, applicable to current and long range planning.

-Ability to interpret maps, aerial photography, remote sensing (LiDAR) and site plans.

Qualifications/Requirements:

  • U.S. Citizenship
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
  • Obtain & maintain Security clearance
  • Education requirements: a Bachelor's degree in community planning, urban planning, architecture, engineering, or a closely related field is mandatory. Masters Degree is preferred.
  • Certifications/Licensure: American Institute Certified Planners is preferred.
