About the Role:

The Air Force Test Center is looking for a Full-Time Supv Financial Services Specialist NH-0501-03 to work at the 96FSS/FSR at Eglin Air Force Base, FL.

In this position you will serve as the supervisory and managerial authority over the Resource Management Flight, providing Non-Appropriated Fund (NAF) and Appropriated Fund (APF) management, Information Technology Support, and Logistical Support for the 96th Force Support Squadron.  The 96FSS provides Manpower, Personnel and Services support for 9 Wing/Wing-Equivalents representing 5 MAJCOMS and all branches of the Armed Forces supporting a total population of 92K service members, dependents, civilians, contractors, and retirees.

Typical 2026 salary range $89,508-$138,370 per year (includes Locality)

Travel Requirements: Subject to TDY: Approximately 5 days per year

Desired Skills:

1. Demonstrates a comprehensive understanding of Department of the Air Force (DAF) Non-Appropriated Fund (NAF) and Appropriated Fund (APF) specific budgeting, accounting, and reporting requirements.

2.Exhibits a keen eye for innovation, proactively identifying opportunities for continuous improvement to enhance operational efficiency and organizational effectiveness

3.Possesses a strong background in civil engineering processes, with specific expertise in overseeing both routine facility maintenance and large-scale capital improvement projects.

Major Duties:

-Provides advice, assistance, and guidance on budgeting and related information. Devises and recommends the adoption of procedures to implement budgetary processes, policies, and regulations issued by AFTC, MAJCOM or AF Headquarters.

-Prepares guidance and explains and defends actions on budgetary procedures and/or interpretation of standard procedures and regulations on the various phases of budget administration to customers/functional area specialists.

-Serves as liaison between program managers and their representatives, the Group budget office, and other staff offices connected with the budget process (e.g., personnel, accounting, payroll, and procurement).

-Serves as the NAF funds custodian and the certifying and procurement authority for the purchase of goods and services within regulatory limits.

-Ensures budget execution & work involving the monitoring of obligations incurred & the actual expenditures of a budget with different sources & types of funding are performed, such as direct & reimbursable annual, multi-year, & no-year appropriations; apportionment; allotments; transfer of funds from other agencies; revenue from industrially funded operations; & refunds.

-Serves as the NAF funds custodian and the certifying and procurement authority for the purchase of goods and services within regulatory limits. 

-Monitors the use & rate of obligations & expenditures of budgeted funds through continued dialogue with program officials & their staff, reviews written documents, & examine accounting records. 

-Identifies developmental and training needs of employees, providing or arranging for needed development and training. 

-Knowledge of internal audit procedures to monitor financial services and establish internal controls.

-Ability to lead, plan, organize, manage, and direct the functional to mentor and supervise a subordinate workforce to maintain effective working relationships.

Qualifications/Requirements:

  • Mobility is a condition of employment. Incumbent must sign an Air Force-wide mobility agreement.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA)2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Required certifications and/or licenses are a condition of employment. The employee must obtain and maintain the certifications and/or licenses required to perform the duties of the position.
  • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” 
  • Requires 1 year of specialized experience equivalent to the next lower grade (GS-11).
