About the Role:
The Air Force Test Center is looking for a Full-Time Program Management Specialist(NH-0301-03) to work at the 412th Test Wing, 412th Test Engineering Group, Enterprise Engineering (412 TENG/ENG) at Edwards Air Force Base, CA.
The primary purpose of this position is to serve as a Program Management Specialist within the 412th Test Engineering Group. Managing organizational programs that enhance mission effectiveness, resource efficiency, and regulatory compliance through strategic planning, evaluation, and innovation. Typical 2026 salary range $104,349 - $161,313 per year (includes Locality)
Travel Requirements: Up to 25% is possible

Desired Skills:
- Experience cultivating a positive and dependable presence working collaboratively in a fast-paced team environment.
- Prior experience preparing official memos and correspondence.
- Experience preparing local guidance, Standard Operating Procedures (SOP) and job aids.
- Experience with Mission Partner Identity, Credential and Access Management (MP-ICAM).
Major Duties:
- Establishes project scopes, milestones, and long-term organizational goals.
- Formulates long-range (5+ year) program goals and designs organizational structures.
- Interprets, develops, and revises policy and regulatory guidance to improve compliance.
- Oversees logistics management operations to ensure compliance and meet customer needs.
- Establishes metrics and review systems to maintain organizational efficiency and quality.
- Conducts research and analyzes facts to resolve complex issues.
- Studies data systems to improve information flow.
- Represents the organization to external agencies and key officials to assess customer satisfaction.
- Resolves high-level customer issues.
Qualifications/Requirements:
- U.S. Citizenship
- Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
- Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
- Obtain & maintain Security clearance
- Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
- Ability to communicate effectively, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.
- Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
