About the Role:
The Air Force Test Center (AFTC) is seeking a highly dynamic, energetic, and full-time Small Business Specialist (NH-1102-03) to join our team at Edwards AFB.
In this role, you will serve as the premier face of AFTC's small business initiatives. The ideal candidate is a natural relationship-builder who brings enthusiasm, charisma, and a proactive approach to advocating for small business partnerships.
In this position you will serves as the Small Business Specialist, in the AFTC Small Business Programs Office, with comprehensive knowledge and analysis skills of public laws, statutes, regulations, policies, business practices and market conditions used to evaluate responsiveness, contractor responsibility, contractor performance and other statistical analysis of contractual award data for the small business programs for Edwards AFB.

Typical 2026 salary range $104,349 - $161,313 per year (includes Locality)
Travel Requirements: Subject to Temporary Duty Assignment (TDY): approximately 30 days per year.

Desired Skills:
-Knowledge of the Federal Acquisition Regulation (FAR).

Major Duties:
-A Small Business Professional, reviews, interprets and assures effective implementation of the full range of contracting laws, regulations, policies and guides and assesses their impact on the Air Force Research Laboratory Small Business Program.
-Serves as a business advisor to small business office field activities on matters of acquisition adequacy and business strategy.
-Provides sound technical advice to management, subordinates, peers and outside organizations on issues pertaining to the small business program.
-Provides analyses, evaluations and reviews of proposed acquisitions, procurement programs and issues to ensure small business are afforded equitable opportunity to compete in Air Force Test Center opportunities.
-As part of AFTC acquisition teams when required, conducts pre-solicitation analyses of the marketplace, to include socioeconomic conditions and potential sources.
-Serves as focal point between AFTC and other federal departments and agencies, state and local organizations, and industry on all aspects of the organization's small business program.
-Advises small businesses on the mechanics of the Federal Procurement system with emphasis on Air Force acquisitions.
-Serves as the AFRL Small Business office analytics subject matter expert in designing, developing, and executing analyses supportive of small business strategic objectives (e.g., visualizations, reports, dashboards, etc.) at the enterprise and local level.
-Provides advice to the Director, Small Business Programs, on significant issues and problems related to small business regulations, policies and procedures.
Qualifications/Requirements:
- U.S. Citizenship
- Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
- Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
- Obtain & maintain Security Clearance
- This is a designated Drug Testing Position
- Obtain DAWIA Small Business credential within one year
- Must be able to travel approximately 30 days per calendar year
- Knowledge of federal contracting laws, regulations, policies, practices, methods, and contract types
- Highly experienced in recognizing and analyzing statistical data and problems, conducts research, summarize results, and make appropriate recommendations, prepare training materials and conduct training
- Ability to communicate effectively, both orally and in writing to a variety of people as well as large crowds
- Ability to plan, organize work, and meet deadlines.
