About the Role:

The 96 Civil Engineer Group (CEG) Resource office (96CEG/CEAR) is looking for a Term Position, NH-0560-02 Budget Analyst to work at Eglin AFB, FL.     

The primary purpose of this position is: To serve as a budget analyst in the 96 CEG, Civil Engineer Resource office, performing a variety of budget functions involving the formulation, execution, and/or analysis of Direct and Reimbursable budgets exceeding $50M. Performs economic and cost analysis studies for Facility Operations programs and support activities; programs include Utilities for Eglin and Hurlburt Field, EOD, Fire Protection, Grounds Maintenance, Entomology, Readiness and Emergency Management and Real Property Management & Engineering.

Typical 2026 salary range $ 40,736  to $ 97,087 per year (includes Locality)

Desired Skills:

2 years of finance in the federal government experience desired

Major Duties:

-Performs budget formulation involving preparation of detailed analysis of annual and/or multi-year budget estimates into consolidated budget requests.

-Performs technical review of expenditures with proposed budget requests and anticipated changes to validate subordinate group requirements.

-Determines and recommend distribution of operating funds on assigned programs based on funding limitations and group priorities.

-Researches, complies and analyses data involving obligations, expenses and object class/line item information, narrative information and quantitative budgetary data for use in preparing budget estimates.

-Performs budget execution and administration involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and type of funding and appropriations, allotments, transfer of funds from other agencies.

-Prepares guidance and explains actions on budgetary procedures and regulations on the various phases of budget admin to customers and functional areas specialists.

-Serves as a liaison between program managers and their representatives connected with the budget process

-Attends briefs, meetings or working groups as a representative of the budget office, provides advice and guidance to subordinate budget analysts, resource advisors on formulating and executing the annual budget.

-Leads, performs, analyses and documents specialized economic analysis, impact studies, cost estimates in support to the budget program in accordance with Federal Law, DoW, Air Staff, MAJCOM and related review agencies policies and regulations.

-Uses automated budgetary computer generated products and systems to accomplish budgeting assignments and maintains finance certifications to perform duties and to keep computer access to required programs.

  • Obtain & maintain Security clearance
  • Financial Management in the Federal Service
  • Education requirements, finance background
  • Skill in formulating, justifying and/or executing assigned budget programs and application of analytical methods and techniques
  • Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s).
