The Air Force Civilian Service is looking for a Full-Time/Financial Managment Specialist (NH-0501-02) to work at the Air Force Materiel Command (AFMC) in the Air Force Test Center (AFTC) at Specialized Management, Hill AFB in UT.

 

Seeking a Financial Manager to be part of a Finance Team that performs a wide range of financial duties. Works with the Program Managers and Contracting Officers on execution of Air Force requirements in support of the Department of Defense. This role demands strong communication and organizational skills to effectively integrate organizational requirements in accordance with DoW/USAF policies. You will be part of the contract payment team and other financial duties including Government Purchasing Card (GPC) and Defense Travel System (DTS).  The ideal candidate will possess a proven track record of managing and processing documents, being a proactive team member of looking for ways to improve processes, decreasing risks, integrate cross-functional teams, and ensuring the successful accomplishment of mission objectives. You will advise Financial Managers, Program Managers and Contracting Officers on payment status, providing clear and concise reporting.

Typical 2026 salary range: $82,830 - $128,042 per year (includes Locality)

Travel Requirements: Up to 25% travel possible

Desired Skills:

-Knowledge of budgeting regulations and procedures for providing procedural guidance on budget administration.

-Knowledge of computerized financial system(s).

-Ability to gather, assemble, and analyze data to prepare financial analysis and make recommendations to resolve financial/funding problems.

Major Duties:

-Managing financial operations: Overseeing the financial processes and ensuring fiscal accountability.

-Budget execution: Analyzing financial data and ensuring that budgets are executed accurately and efficiently

-Analyzes and accurately processes financial services transactions in accordance with policy and regulations.

-Analyzes and measures the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place.

-Provides financial management technical assistance and support to the staff in an integrated planning, programming, budgeting, execution and closeout program for financial resources.

-Conducts special studies, analyzes and reviews data as necessary, and provides sound projections of financial program and funding requirements to ensure the availability of funds.

-Provide financial management services to all personnel, programs, support missions, associates, and external customer for the AFTC/SMF. Services include financial management advisory service, financial services, budget operations, cost analyses and resource management systems. implementing standard FM policies and matters pertaining to Financial Improvement and Audit Readiness (FIAR), processes, and systems.

-Recommends procedural changes designed to streamline financial management. Conducts independent research and study into current or planned financial management policy and procedures to determine impacts in related areas of the mission. Establishes good rapport with supervisors, coworkers, and/or colleagues in functionally related support activities to obtain or convey information about the budget and programs of the installation contributing to a cooperative work environment and successful accomplishment of budget requirements and objectives.

 

Qualifications/Requirements:

  • U.S. Citizenship

  • Knowledge of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply engineering theories, principles, and concepts to system design, architecture, and integration.
  • Knowledge or systems engineering practices and procedures as they pertain to planning. design, installation, sustainment, modification, logistics, and production management principles, concepts, troubleshooting and policies relating to instrumentation systems.
  • Knowledge of standard acquisition regulations. practices. and procedures. as well as the principles of planning and program management.
  • Ability to analyze data and establish requirements for technical objectives and characteristics.
