About the Role:
The Air Force Test Center is looking for a Full-Time Group Civilian Deputy Position NH-0801-04 or NH-1101-04 to work at the 96th Wing, 96th Operations Group, at Eglin Air Force Base.
In this position you will serve as the Group Civilian Deputy with the responsibility for analyzing and approving operational agreements (TAB, CCB, MOAs), managing unit readiness and space allocation, and coordinating flight operations and administrative continuity efforts pertaining to the Operations Group.

Desired Skills:
- 8-10+ years of military aviation experience
- 8-10+ years of developmental and/or operational test experience
- Deep understanding of military flying regulations, including AFI/AFMAN 11-401, 11-202v1-3, 11-2FTv1-3, etc.
- Ability to communicate effectively with senior leadership in representation of the O-6 Commander
Major Duties:
- OG Facility Management: Direct comprehensive facility management, infrastructure planning, and modernization efforts for the Operations Group.
- Test & Evaluation (TE) Leadership: Direct and oversee the Test and Evaluation (TE) bootcamp and associated training programs, establishing rigorous technical standards for workforce development and systems testing.
- Contingency & HUREVAC Planning: Direct the development, maintenance, and execution of the organization's Hurricane Evacuation (HUREVAC) plan, ensuring the protection and orderly relocation of personnel and high-value aviation assets during severe weather events.
- Flying Hour Program Oversight: Direct and evaluate the Operations Group (OG) Flying Hour Program; provide strategic resource allocation to ensure optimal execution of flying hours to meet training, readiness, and mission requirements.
- TAB Approval Authority: Oversee, evaluate, and provide final approval for Test Approval Board (TAB) processes, ensuring engineering, tactical, and technical standards are integrated into operations.
- Military Deputy Delegation: Serve as the senior civilian equivalent and primary alternate for the Military Deputy; assume command-level staff tasking, executive decision-making, and organizational leadership responsibilities as required.
- Strategic Agreements (MOAs): Direct the negotiation, drafting, review, and final execution of MOAs with internal and external stakeholders, ensuring technical and operational alignment with broader mission objectives.
- Military Personnel Management: Leverage prior military experience to provide senior-level management, mentorship, and administrative oversight of assigned military personnel, bridging civilian-military operational processes.
- Space Management Working Group: Serve as the senior OG representative and decision-maker on the Space Management Working Group, strategically optimizing the organization's facility and operational footprint.
Qualifications/Requirements:
- U.S. Citizenship
- Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
- Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
- A professional engineering degree at the bachelor’s level from an Accreditation Board for Engineering and Technology (ABET) accredited institution in Engineering or a closely related engineering discipline is highly desired.
OR
- A bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). This position requires a Program Management Advanced Level 2, acquisition certification. The selectee must meet, or be capable of achieving acquisition certification within (60 months) after assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months.
- Must be able to obtain a top secret security clearance.
- (Highly Desired) Previously Air Force rated aircrew (pilot, CSO, ABM)
- (Highly Desired) Air Force or Navy Test Pilot School Graduate.
