About the Role:

The Air Force Test Center is looking for a Full-Time Supervisory, IT Specialist (PLCYPLN), NH-2210-04 to work at the 96th Test Wing in the 96th Communications Squadron (96 CS/SCX) at Eglin Air Force Base.

 

In this position you will exercise second level supervisory and managerial authorities over the 96 CS/SCX Flight. Responsible for performing management work in the areas of plans and resources in support of Wing and Team Eglin units.

Typical 2026 salary range: $125,776 - $192,331 per year (includes Locality)

Desired Skills:

- Strategic and visionary leader with expert-level knowledge of Cyberspace, Information Technology (IT), and Knowledge Management (KM) programs. Have a proven track record of providing technical leadership and program oversight for complex IT activities, preferably within a large Department of Defense (DoD) organization.

- Possesses extensive experience in personnel management, including leading, mentoring, and developing a multi-disciplinary team of subordinate supervisors and staff. They will be skilled in all aspects of supervision, from planning and directing work to evaluating performance and fostering a productive organizational climate. Must be adept at high-level coordination and collaboration, capable of integrating program issues across various internal and external organizations, including senior military and civilian leadership

- Comprehensive knowledge of DoD financial planning, federal budget cycles, and acquisition processes. Demonstrated success in analyzing and adjusting work operations to meet strategic goals, defending resource requirements, and leading teams to fulfill mission objectives. Exceptional communication skills are essential, with the ability to effectively brief senior leaders and articulate complex technical issues to both technical and non-technical audiences. A business, management, or IT-related academic degree is highly desirable.

 

Major Duties:

- Directs, leads, plans, organizes, and manages Cyberspace, Information Technology (IT), and Knowledge Management (KM) programs and activities. Leads provision of essential Cyber, IT and KM services for and directs operational support to a very large organization (typically a host Wing or installation).

- Makes major recommendations comparable to authorizing significant internal / external program and policy issues affecting the overall organization. Recommends restructuring, reorienting, and/or recasting of immediate and long range goals, objectives, plans and schedules to meet substantial changes in legislation, program authority and/or funding. Provides major recommendations to determine which projects or program segments to be initiated, curtailed, or dropped. Makes recommendations on resources to devote to particular programs, especially when staff-years and significant portion of the organization's budget are involved.

- Oversees planning, organizing and leading the organization's activities to ensure satisfactory and timely execution of programs, projects, and operations. Plans and coordinates all phases of the acquisition, implementation, and integration of Cyber, IT, and KM assets.

- Assesses policy needs and interprets broad DoD, AF and other higher headquarters guidance and applies it through development of policies for the organization's mission accomplishment.

- Exercises supervisory personnel management responsibilities over flight. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.

- Makes periodic, comprehensive assessments and evaluations of program goals/objectives which provide a basis for long and short-range planning to enhance the organization's support capabilities. Directs, leads, integrates, and coordinates the collective efforts of a multi-disciplined staff assigned to support Cyber, IT and KM programs.

- Establishes, revises or reviews policies, procedures, mission objectives, and organizational design to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.

- Represents the organization in a variety of installation and functional area activities. Establishes, develops, and maintains effective working relationships with other organizations, outside agencies, and senior leadership. Delivers presentations on status of programs, accomplishments, problems, and requirements for support to senior military officers and civilians.

- Leads or participates in special projects and initiatives to determine appropriate recommendations for unresolved or questionable problems and performs follow-up. 

 

Qualifications/Requirements:

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

  • Must obtain and maintain an appropriate clearance level.
  • May be required to obtain and maintain required professional/technical certifications
  • Business, Management, or IT related academic degree is highly desirable
  • Expert knowledge and ability to provide technical leadership and project/program oversight over highly complex cyberspace, information technology (IT), and knowledge management (KM) activities. Skill in developing new theories, concepts, principles, standards, and methods in the specialty area(s).
  • Skill in conducting substantial coordination among a variety of organizations and high-level managers to identify and integrate internal and external program issues affecting the organization or agency, such as integrating IT programs with other programs of equivalent scope and complexity as well as those involving other technical, financial, organizational, and administrative factors. Ability to collaborate at appropriate levels with organizations both inside and outside AFMC, the Air Force, DoD and its agencies, and the Federal Government.
  • Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Skill in planning, organizing, and directing the functions (as well as mentoring, motivating, and appraising the staff) of an organization through subordinate supervisors. Ability to develop, implement, evaluate, and improve processes and procedures to monitor the effectiveness, efficiency, and productivity of the organization.
  • Knowledge of DoD financial planning and programming processes, Federal budget cycles, project/program management, acquisition planning, and contracting methodologies sufficient to identify and defend requirements, integrate activities, and lead teams to meet cyberspace, IT, and KM mission requirements throughout the command and in inter-agency environments. Ability to analyze, plan, and adjust work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources.
  • Knowledge of current and new cyber/IT systems architectures, life-cycle processes, integration and interoperability, design operations and configuration, facilities, practices and methodology across the Government, private industry, and academia. Ability to advise other IT experts throughout the agency or in other agencies on a variety of situations and issues that involve applying or adapting new theories, concepts, principles, standards, methods, or practices, that are developed by the employee or result from the employee's leadership.
