About the Role:

The Air Force Test Center is looking for a Full-Time Supervisory Program Analyst (NH-0343-04) to work at the 412 Test Wing, Plans and Programs, Business Operations (412 TW/XPO) at Edwards Air Force Base.

 

Serves as Chief of the 412th Test Wing (412 TW) Plans and Programs Business Operations Section (XPO). Plans, develops and directs 412 TW Planning, Programming, Budgeting, and Execution (PPBE) processes. Expert resource advisor to TW Senior Staff and Group commanders / directors. Aligns Installation Operation and Maintenance (O&M) and Research, Development, Test and Evaluation (RDT&E) resources with current and future Air Force and Department of Defense (DoD) requirements.

Typical 2026 salary range: $146,632 to $197,200 per year (includes Locality)

Travel Requirements: 15 days a year

Desired Skills:

• 2–4 years of experience leading teams, delegating tasks, setting priorities, and contributing to performance feedback processes

• 4–6 years of hands‑on experience developing Program Objective Memorandum (POM) inputs, Financial Plans, and Unfunded Requirements (UFR) submissions

• 4–6 years of applied knowledge in O&M and RDT&E funding structures, manpower categories, MILCON processes, MRTFB requirements, and facility sustainment planning

• 2–4 years of experience developing and presenting detailed proposals, briefings, and informational documents to senior leadership, Command, and Higher Headquarters.

 

Major Duties:

 • Exercises supervisory personnel management responsibilities at least 25% of the time

• Builds, coordinates, briefs and delivers 412TW RDT&E and O&M Program Objective Memorandum (POM) and RDT&E Financial Plan (FinPlan) products.

• Requires an intimate knowledge of the impacts of execution year and future year AFTC and 412TW resources including, but not limited to: MRTFB and other test support facilities/ranges, Sustainment Restoration and Modernization (FSRM), aircraft, civilian, military and contractor manpower, military construction (MILCON), RDT&E and O&M funding.

• Chairs and participates in teams and meeting events to solves complex 412TW RDT&E and O&M resource issues.

• Promulgates 412TW best practices across the Test Enterprise; incorporates appropriate best practices from other Test Wings. Advises the Director, 412 TW and AFTC senior leaders concerning resource shortfalls.

• Ensures resource alignment with defense priorities, funding appropriations, and resource policy, including, but not limited to: the National Defense Strategy, Congressional legislation and the Department of Defense (DoD) RDT&E policy for the Major Range and Test Facility Base (MRTFB).

• Advises 412 TW and AFTC senior leaders on the impact of resource shortfalls on T&E capabilities.

• Leads the prioritization and periodic review of critical unfunded requirements (UFRs).

 

Qualifications/Requirements:

  • U.S. Citizenship
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
  • Obtain & maintain Security clearance
  • The selectee must meet or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months
  • Subject to 15 Temporary Duty Assignment (TDY) a year
  • Knowledge of DoD, USAF, AFMC, AFTC and 412th Test Wing mission, functions, processes, policies, and objectives to include how they interrelate with other program areas.
  • Substantial skill in leading strategic and execution year Test Group and Test Wing resource management processes, involving funding, manpower, facilities, and aircraft. Substantial expertise with preparing and defending Test Group and Test Wing POMs and Financial Plans (FINPLANs).
  • Substantial skill in establishing and maintaining effective relationships with widely diverse individuals and organizations, as well as communicating effectively, both orally and in writing.
  • Ability to plan, organize, direct the functions, mentor, motivate, and appraise the staff directly and through subordinate supervisors.
  • Demonstrated skill in written and oral presentation of critical issues and recommendations to Wing and Group senior leaders.
  • Ability to apply a wide range of management and program analyst concepts, principles, and practices to difficult and complex work assignments, using innovative means, as applicable.
