About the Role:

The Air Force Test Center is looking for a Full-Time Community Programs Specialist, (NH-02-0301-02) to work at the Services Office (AFMC\AEDC\TSD-SV) at Arnold AFB.

 

To plan, manage, supervise and direct a comprehensive Community Program and Unit Cohesion Office responsible to the needs and support of units, military members, and their families, generate internal and external opportunities through a centralized programming office, integrate programming, expand non-facility based programming, improve installation-wide programs, increase readiness and lethality of Airmen, and maximize use of MWR programming staff and facilities.

Typical 2026 salary range: $71,305 - $88,700 Per Year (includes Locality)

Areas of Consideration (AOC): Installation – wide (AEDC)

Desired Skills:

-Lead installation-wide events and unit cohesion activities.

-Build community partnerships and strategic marketing plans.

-Drive Airmen resiliency and mission readiness.

-Oversee APF/NAF budgets and fraud prevention controls.

-Analyze program data and conduct cost-benefit reviews.

-Brief leadership and manage cooperative agreements

 

Major Duties:

-Plans and executes innovative, needs-based social and cultural events to enhance Airman lethality and family resiliency.

-Develops and manages Appropriated (APF) and Non-Appropriated (NAF) budgets while ensuring the protection of financial assets.

-Cultivates strategic partnerships with external businesses, professional associations, and national organizations to expand program opportunities.

-Directs communication and community outreach efforts; supports the agency EEO program through recruitment and personnel allocation.

-Syncs with diverse agencies and marketing teams to develop annual calendars, publicity strategies, and customer engagement plans.

-Coordinates with activity managers to align strategic plans with unit readiness and lethality objectives.

-Maintains comprehensive databases on installation and community-wide programs to maximize available resources.

-Oversees event staffing requirements to ensure all program are supported by qualified personnel.

-Drafts professional proposals to establish mutually beneficial cooperative agreements with on- and off- base partners.

-Analyzes statistical data, financial trends, and customer surveys to evaluate program effectiveness and mission alignment.

-Implements rigorous internal control to prevent fraud, waste, and abuse; delivers detailed cost-analyses and after-action report (AARs).

-Briefs senior leadership on program status and recommends the initiation, modification, or divestiture of services.  

Qualifications/Requirements:

  • U.S. Citizenship
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
  • Knowledge of MWR policies, business ops, and event planning to evaluate program and drive patronage.
  • Ability to publicize program via traditional media and social media (TV, Radio, Facebook, etc.)
  • Skill in developing, implementing, and managing diverse recreational services and community activities.
  • Training & Public Briefing in curriculum development, training delivery, senior-level briefings, and public relations.
