About the Role:

The Air Force Test Center (AFTC) is seeking a Full-Time Acquisition Program Manager (NH-1101-03) to work in the 96th Range Group, 96th Test Systems Squadron, Contracts Management Flight (96 TSSQ/RNXC) at Eglin Air Force Base, FL.

Selected candidate will serve as an Acquisition Program Manager/Project Manager, directing or supporting the activities of a DoD funded acquisition effort. The Contracts Management Flight oversees, administers, and ensures compliance of Department of the Air Force contracts throughout their life cycle, safeguarding mission readiness and fiscal integrity.

Typical 2026 salary range: $89,508 - $138,370 Per Year (includes Locality)

Travel Requirements: Up to 25% travel possible

Desired Skills:

- Knowledge of DoD acquisition, life cycle management, risk management, quality assurance control, and cost/price analysis policies, procedures, and practices

- Ability to recognize and analyze problems, conduct research, interpret and apply rules, regulations, and procedures, and implement innovative strategies to resolve issues

- Ability to plan and execute complex, multi-faceted portfolios and/or projects within established cost and schedule constraints

Major Duties:

- Manage RDT&E programs/contracts throughout their lifecycle, including requirements definition, acquisition strategy development, and post-award performance monitoring

- Performs Contracting Officer Representative (COR) duties ensuring seamless communication and collaboration between the Contracting Officer, the Contractor, and the customers (DoD).

- Assesses progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures.

- Reviews programming documents and/or accesses the impact of external actions to determine their effect on the development, production, and logistical support and to ensure that programs are within baseline and budgetary limitations.

- Prepare and deliver briefings/documents on program/project management aspects to various stakeholders, including senior leadership and mission partners

- Develop courses of action and recommendations to address programmatic challenges, delivering briefings and reports to meet requirements

- Stay informed on policies to address programmatic and contractual considerations, ensuring compliance and improving efficiency

- Plans, organizes, and coordinates activities of a multi- functional team including but not limited to contracting, engineering, finance, and logistics. 

Qualifications/Requirements:

  • U.S. Citizenship

  • Must be able to obtain & maintain Secret Security Clearance
  • DAWIA PM Practitioner Certification (Legacy PM Level II) or ability to achieve within given grace period.
  • Will be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
  • Skill and ability to plan, organize, lead, and manage critical aspects of research and development for a variety of acquisition functions to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.
  • Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
  • Ability to establish and maintain relationships in good standing with individuals and groups within program office and extended work unit.
