About the Role:
The Air Force Civilian Service (AFCS) is looking for a Full-Time/Performance Management Specialist (NH-1101-02) to work at the Air Force Materiel Command (AFMC) in the Air Force Test Center (AFTC), at the 412 TW/OL-Plant 42/CEO at Air Force Plant 42 in Palmdale, CA.
Serves as a Civil Engineering (CE) Contract Performance Management Specialist for various performance based CE service contracts, Blanket Purchase Agreements and Indefinite Delivery Indefinite Quantity Contracts.

Typical 2026 salary range: $71,957 - $113,185 Per Year (includes Locality)

Desired Skills:
1. Ability to write, interpret, explain, and apply regulatory and technical requirements and specifications to a variety of quality assurance issues for contracted services. Skilled in evaluating and monitoring financial data associated with service contracts. Solve problems encountered with Statements of Work, inspection reports, evaluations, Corrective Action Reports.
2. Ability to communicate effectively and professionally, both orally and in writing to gain cooperation from others through tact, courtesy, and diplomacy. Proficient communicator using a personal computer and various software applications; advanced proficiency in using MS Word, Excel, Outlook, and PowerPoint is required.
3. General knowledge of facility maintenance, cost estimating, financial data tracking/reporting, scheduling, labor, equipment, development of Independent Government Estimates as pertaining to Air Force Test Center, Base Civil Engineer Contract Services is desired.
Major Duties:
- Manages the development, solicitation, negotiation, administration, modification, and termination of performance based contract services.
- Responsible for providing a planned, systematic approach of procuring CE contract services and to ensure services are adequately performed to meet the contract requirements throughout contract lifecycle.
- Serves as the government representative to manage and administer performance based service contracts to ensure the Government receives the value for their investment.
- Develop and write Statements of Work (SOW), Performance Work Statements (PWS) and Service Delivery Summaries (SDS).
- Researches and develops business/acquisition strategies providing innovative solutions that promote best value business decisions of performance based service contracts to meet customer requirements.
- Plans and develops fiscal year budgets and future year contract funding requirements, and ultimately responsible for funding availability during the life of the contract.

- Ability to analyze difficult contracting and financial issues and identifies alternatives courses of action, resolves a variety of contracting and financial problems.
- Knowledge of quality assurance evaluation procedures to include methods and techniques of inspection, documentation and reporting of noncompliance situations.
- Ability to write, interpret, explain, and apply regulatory and technical requirements and specifications to a variety of quality assurance issues for contract services..
