About the Role:

The Air Force Test Center is looking for a Full-Time Acquisition Project Specialist NH-1101-03 to work at the 412th Test Wing, 412th Electronic Warfare Group, 772nd Test Squadron (772TS/EWOD) at Edwards Air Force Base.

The primary purpose is to provide program management for technical work and professional engineering supporting modeling and simulation systems for acquisition planning, training, and development and operational test and evaluation (DT&E and OT&E) test programs. This position is the program office for a complex modeling and simulation software and laboratory with hardware-in-the-loop (HITL), man-in-the-loop (MITL) , and constructive capabilities. The Digital Integrated Air Defense System (DIADS) software model includes algorithms for threat radar detection, track formation/maintenance, weapon assignment, and weapon fly-out. The laboratory consists of computer networks for model development, execution, and analysis.

Typical 2026 salary range: $104,349 - $161,313 Per Year (includes Locality)

Travel Requirements: Subject to Temporary Duty Assignment (TDY) by military or commercial aircraft approximately 60 days per year.

Major Duties:

- The APM attends or chairs meetings as required, allocate resources, build the schedule, facilitate the defining of Key Performance Parameters (KPP), develop and coordinate the project management plan, and identifies and coordinates various support requirements. The APM reviews project performance requirements and coordinates the preparation, development and submittal of all key project documents. The APM will work with internal and external support organizations to ensure project management planning information has been documented, coordinated, and approved. The APM will work with the project team to define acquisition strategy, costs, schedule, and possible technical solution for all aspects of the assigned project. Authorize commitment of resources within limits established by the organization, review and modify projects to meet the long and short term objectives, build schedules, and administer configuration control. Interface with OSD, Navy, Marine, Air Force, AFMC, AFTC, foreign participants, and government contractor to resolve any programmatic problems.

- Provide program management expertise to the DIADS mission. Formulate and apply appropriate project management to projects and work with engineering and leadership for electronic warfare, modeling and simulation, technical direction, test philosophy, policy, goals, objectives, and priorities to ensure validity, efficiency, and credibility in the acquisition, training, and test and evaluation of airborne systems. Ensure completion of all tasks defined in the test and evaluation plan, including deliverables. Establish and maintain close working relationships with platform acquisition offices, training organizations, test organizations, intelligence production centers, test ranges, and other modeling and simulation organizations. Maintain up-to-date management and basic technical acumen in support of this objective.

- The APM coordinates, monitors, statuses and tracks all tasks identified for the project, including all significant contract actions, milestones, design reviews, proto-type releases, documentation release, training, modifications/installations, audits, initial operations capabilities and final operations capability. The APM will work with the program office and the customer to consider cost, schedule and content trades. The APM is ultimately responsible for executing the assigned acquisition project and must remain vigilant during task execution. The APM sets priorities for meeting project schedule and budget and ensures the project is accomplished in accordance with the approved plan.

- The APM will act as a contracting officer representative (COR) for any program office contracts. COR duties will include creating assessment reports for the contract and interfacing regularly with the contracting officer (CO). Additionally, the APM will assist the lead PM in the office in the creation of new contracts.

- The APM review lessons learned from previous similar projects; establishes an acquisition project folder, defines the objectives, deliverables, and success criteria for meeting customer requirements, and assembles the project team. The team will consist of support personnel from functional or operating organizations and will vary in structure based on the functional expertise needed by the acquisition project. The APM will provide the team members with the direction and information required to effectively perform their jobs in meeting the customer's requirements.
