About the Role:
The Air Force Test Center is looking for a Full-Time Lead Program Management Specialist (NH-0301-03) to work at the 412 Test Wing, Wing Staff Agencies (412 TW/WSA) at Edwards Air Force Base.
The incumbent serves as the 412 TW/WSA Lead Program Management Specialist performing organization and management effectiveness, with the aim of identifying, developing, and communicating viable courses of action to improve efficiency and effectiveness of the Wing Staff Agencies. As a staff consultant, makes personal contacts with all levels of management in the 412th Test Wing, AFTC, and Higher Headquarters.

Desired Skills:
• 2+ years researching, analyzing, and interpreting organizational issues, including developing recommendations that support decision‑making.
• 2+ years serving as a Pay Pool CCAS Administrator, with demonstrated proficiency in administering contribution‑based compensation processes.
• 2+ years of Electronics Records Management, Task Management Tool, SharePoint, AcqDemo proficiency is highly desired.
Major Duties:
• Performs technical and administrative lead duties on a regular and recurring basis for 25% or more of the time by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of work assignments.
• Leads and manages the development, implementation, operation, and provision of a wide range of management functions.
• Provides advice, counsel or instruction to Group leadership.
• Serves as pay pool executive and contribution-based compensation and appraisal system (CCAS) data manager.
• Manages all internal and external Group taskings.
• Responsible for developing organizational objectives, establishing policies and procedures, and ensuring compliance with legal and regulatory requirements.
• Demonstrates ability to translate strategic plans, mission, vision, and values into actionable goals, plans, and outcomes.
• Directs and oversees projects, studies, and activities across multiple functional areas.
• Researches, interprets, and provides recommendations to complex organizational issues.
• Participates in projects and initiatives and performs special assignments.
• Represents the organization with a variety of installation and functional area organizations.
