About the Role:

The Air Force Test Center is looking for a Full-Time Information Technology and Communications Planner (NH-2210-03) to work at the Arnold Engineering Development Complex, Test Support Division, Test and Communications Branch, Plans and Programs (AEDC/TSDIA) at Arnold Air Force Base.

The primary purpose of this position is performing information technology and communications planning duties in support of a military installation. Considered a subject matter expert for the organization in telecommunications, this employee provides direct oversight of the plans, programs, and resource functions that support the operations of the base and tenant organizations.

Location: Arnold AFB, TN (Arnold Air Force Base)

Typical 2026 salary range: $114,805 - $137,255 per year (includes Locality)

Travel Requirements: Occasional travel may be required away from the normal duty station.

Areas of Consideration (AOC): Installation – wide (AEDC; Arnold Air Force Base)

Desired Skills:

1. Experience in IT and communications planning, designs, and project management.

2. Knowledge of a wide range of IT principles, concepts, and methods.

3. Customer service focus and professional approach when working with stakeholders.

Major Duties:

- Serves as an experienced IT planner and design specialist for assigned AEDC and MAJCOM programs and projects

- Provides technical oversight of base-wide telecommunications, future requirements planning and special projects

- Collaborates with teams and stakeholders to ensure technical information is clearly conveyed and documented, citing policy source and guidance

- Participates in the full life cycle of local and enterprise projects, from inception and design reviews to deployment

- Establishes and participates in internal command and external meetings, working groups, design reviews, and special projects

- Writes and reviews Statements of Work/Statements of Objectives for IT Comm projects

- Reviews and recommends changes for Work Planning cost elements.

- Drafts, updates, and reviews support agreements

- Maintaining awareness of and adhering to AEDC and USAF regulations and procedures

- Provides technical guidance and instruction to internal customers and IT specialists  

Qualifications/Requirements:

  • U.S. Citizenship
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
  • Obtain & maintain Security clearance
  • Acquisition Professional Development Program (APDP) coded position
  • Expert knowledge of the principles, methods, and techniques of IT assessment, planning, management, monitoring, and evaluation
  • Ability to research and analyze external products to determine their potential for meeting mission requirements and business needs
  • Ability to work effectively with customers to assess their requirements then provide information, expertise, and assistance to satisfy those needs
  • Provides Contracting Office with technical oversight and administration of IT resources and services
