Supervisory IT Specialist (NH-04)

About the Role:

The Air Force Test Center is looking for a Full-Time Supervisory IT Specialist (PLCYPLN)(NH-04) to work at the 412th Test Wing, 412th Mission Support Group, 412th Communications Squadron, (412 CS/SCX) at Edwards Air Force Base.

Provide oversight of the Plans and Programs flight. Provides specialized IT expertise for envisioning, planning, developing, securing, programming, budgeting, acquisition, management, and implementation of computer, data center, and networking hardware, software, facilities, and personnel aligned with strategic Air Force objectives.

Typical 2025 salary range: $107,446-$164,301 per year (includes Locality)

  • Areas of Consideration (AOC): Department – wide (DoD)

Desired Skills:

2 years of budgeting and POM experience desired.

2 years of managing IT programs to include life cycle management experience desired.

2 years of delivering IT capabilities supporting flight test programs in supervisory/leadership roles desired.

Major Duties:

-Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets, and adjusts short/long-term priorities, and prepares schedules for completion of work.

-Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates.

-Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment.

-Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager

-Defines, establishes, and directs the activities of IT Plans and Resources. Serves as the expert within this functional area.

-Represents Plans, and Resources with a variety of installation and functional area organizations.

-Establishes, develops, and maintains effective working relationships with all levels of management, including Group/Squadron Commanders/Directors, and Deputies at Edwards Air Force Base, and other AFMC centers and HQ AFMC.

-Provides senior expertise and oversees ClO Support, the Plans and Programs Offices and the Resource management Office.

-Stays current in the state-or-the-art techniques used in pertinent disciplines.

-Manages IT security principles, methods, and security products to protect and maintain the availability, integrity, confidentiality, and accountability of information system resources, networks, and data throughout system's life cycle.

Qualifications/Requirements:

-U.S. Citizenship

-Obtain & maintain a Top Secret Security clearance

-This is a designated Drug Testing Position

-This is a Financial Management Level (1, 2, or 3) Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

-May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays

-Overtime and/or emergency overtime may be required

-Subject to TDY for approx 30 days per year

-Extensive expertise of broad range of IT principles, concepts, and methods used in planning, development, programming, budgeting, acquisition management, implementation, and surveillance of

communications-computer systems hardware, software, networking technology, facilities, and personnel.

-Strategic level understanding of organizational requirements, budgetary considerations, and financial information regarding programs and the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.

-Demonstrated ability at a senior level to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

-Demonstrated leadership experience planning, organizing, and directing functions and mentoring, motivating, and appraising the staff of an organization through subordinate supervisors.

-Strong ability to effectively communicate both orally and in writing at the strategic leadership level.

-Knowledge of organizational requirements, budgetary considerations, and financial information regarding programs and the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.
