The Air Force Civilian Service is looking for a Full-Time/Program Manager (NH-1101-03) to work at the Air Force Materiel Command (AFMC) in the Air Force Test Center (AFTC), at the Special Management Office, Hill AFB in UT.
Seeking a Program Manager to lead and manage an Air Force-wide service contract supporting the Department of Defense. This role demands strong leadership, communication, and organizational skills to effectively integrate contract activities in accordance with DoW/USAF policies. You will be the primary point of contact for stakeholders, coordinating program requirements, schedule, and financial status. The ideal candidate will possess a proven track record of proactively managing program requirements, risks, integrating cross-functional teams (including contractor support personnel), and ensuring the successful accomplishment of mission objectives. You will advise program leadership on program status, providing clear and concise reporting.

Typical 2023 salary range: $82,830 - $128,042 per year (includes Locality)

Desired Skills:
• Contracting Officer Representative (COR) experience and Contract management experience is desired.
• Experience working with and managing an Enterprise Services Contract is desired.
• Strong background in, program management reviews, funding reviews, and document & process information control is preferred.
Major Duties:
• Develops, implements, and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
• Serves as a technical authority; provides oversight and management of assigned projects/programs and their execution status.
• Works in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be done by the contractor.
• Assesses progress in assigned projects/programs including cost estimates, schedules, and performance requirements.
• Establishes management controls such as milestones, expenditure rates, management indicators, and management reviews to reflect program status and provide early detection of emerging problems.
• Serves on or leads integrated product teams and working groups composed of various functional disciplines engaged in developing and recommending acquisition streamlining proposals and implementation plans.
• Represents the organization at executive levels within the government and to contractor/industry representatives; delivers presentations on project/program status, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives.
Qualifications/Requirements:
• U.S. CITIZENSHIP
• Must be able to obtain and maintain a Top Secret security clearance.
• Position requires incumbent to achieve a Practitioner level in the Acquisition Professional Development Program in Program Management within 4 years of appointment.
• Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
• Position is a Drug Testing position.
• Proficiency with Microsoft Office Suite as well as other applicable software systems supporting Program Management activities.
• In accordance with the Ethics in Government Act, 1978, employee will be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
