About the Role:
The Air Force Test Center is looking for Full-Time experienced or developmental Non-Supervisory Industrial Property Management Specialists (NH-1103-02 Target 03) to work at the Strategic Services Management Division (AFTC/PZZ) at Eglin Air Force Base.
To provide developmental experience to broaden the knowledge, skills, and abilities of the employee in performing technical work assignments in the administration of contract provisions relating to control of Government property in the possession of contractors, from acquisition through disposition. The incumbent plans, directs, and coordinates complete surveillance and accountability for all Government property furnished to contractors, purchased, or otherwise acquired for the account of the Government when it is associated with authorized contracts.
If selected for a developmental NH-02 with target promotion to the NH-03 broadband through final non-competitive placement, non-competitive promotion to the next higher level will be dependent upon: 1) satisfactory completion of the training requirements, 2) demonstrated ability to perform the duties at the next higher level, 3) fulfillment of all OPM legal and regulatory requirements for promotion, and 4) recommendation for promotion by the supervisor.

Typical 2025 salary range: $49,000 - $137,000 per year (includes locality)

Major Duties:
- Plans the overall approach to meet contracting objectives for complex asset management programs by exercising full responsibility for maintaining control over a very large amount (e.g. tens of thousands of accountable line items) of Government property involving multiple contractors and highly complex property control systems.
- Reviews and interprets language from numerous contracts which include complex property clauses (e.g., unique or special property provision included in const reimbursement, cost-plus-fixed-fee, overhaul and maintenance, fixed-price incentive, or other contracts which present property administration problems).
- Reviews existing methods and procedures for adequacy and compliance with administrative, regulatory, and procedural requirements and consistency with current business practices, conditions, and guidelines.
- Develops long range plans for survey and analysis of property control system(s), identifying high impact areas or potential problems based on prior experience, historical data, or knowledge of commercial practices.
- Monitors, evaluates, inspects, and reports on industrial property management system actions, processes, and procedures to identify irregularities due to loss/theft, damage, destruction, or unreasonable consumption of Government property.
- Provides business advice and guidance to others on contracting work and property management and prepares related correspondence.
- Represents the Government by supervising and managing the utilization, redistribution, and disposition of contractor’s excess inventory.
Qualifications/Requirements:

- In accordance with 5 CFR 2634 Part I, the employee may be required to file an OGE 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
- Knowledge of Government Property Management processes and procedures, and Federal Acquisition Regulation property provisions and clauses.
- Ability to identify problems, determine accuracy and relevance of information, use sound judgment to generation and evaluation alternatives, and make recommendations
