About the Role:
The Air Force Test Center is looking for a Full-Time Director of Engineering & Technical Management (NH-0801-IV) to lead the AFTC Headquarters Engineering & Technical Management Directorate (HQ AFTC/EN) at Edwards Air Force Base, CA.
In this position you will exercise supervisory and managerial authorities over the HQ AFTC Engineering & Technical Management Directorate. Responsible for performing functional management in support of projects, programs, and initiatives pertaining to science, engineering, and technical management across the AF Test Enterprise. Responsibilities include development, implementation and maintenance of Developmental T&E policies, processes, systems engineering, T&E capability investment planning and execution, and workforce management across the Center.

Typical 2025 salary range: $145,180 - $195,200 per year (includes locality)
Travel Requirements: Up to 25% travel possible

Desired Skills:
- 5+ years of experience as a 2nd level supervisor or higher desired
- 10+ years of test experience desired
Major Duties:
- Exercises supervisory personnel management responsibilities over the members of the directorate; provides subordinate supervisors and staff with direction and advice regarding short-and long-term objectives, policies, procedures, and guidelines.
- Plans, organizes, and oversee the activities of the unit, based on goals and objectives that integrate organization and engineering objectives.
- Establishes, revises, and reviews policies, procedures, mission objectives, and organization design for the staff.
- Serves as a consultant and expert in engineering work involved in the application of advanced theories, concepts, and principles related to development or sustainment of systems. Incumbent provides expert advice to senior colleagues and/or agency officials.
- Knowledgeable of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, test and/or sustainment; knowledgeable of strategic planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds.
- Knowledgeable of safety, security, personnel management, and EEO regulations, practices, and procedures.
- Skilled in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.
- Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors as well as analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Qualifications/Requirements:
- U.S. Citizenship
- Obtain & maintain Security clearance
- This is a designated Drug Testing Position
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- A professional engineering degree at the bachelor's level from an ABET accredited institution is highly desired.
- This position is designated as an acquisition position covered by the Acquisition Professional Development
- DAWIA Certification: Test and Evaluation, Practitioner
- Position is coded a Key Career Position (KCP).
- Position is part of the Technical Leader Development Program (TLDP). As such, this limits the position length to 3 years (with an optional one-year extension). Acceptance of position requires a signed DAF Form 202 Mobility Agreement.
