About the Role:
The Air Force Test Center is looking for a full-time, Human Resource Specialist, NH-0201-03 to work at Air Force Materiel Command (AFMC) in the Air Force Test Center (AFTC), Headquarters AFTC Personnel Programs (AFTC/DPP), at either Edwards AFB, California, Eglin AFB, Florida or Arnold AFB, Tennessee.

Typical 2025 salary range: $103,316 to $159,716 (Edwards AFB, California) (includes locality) or $88,621 to $ 137,000 (Arnold AFB, TN or Eglin AFB, FL) (includes locality)
Travel Requirements: Up to 25% travel possible

Desired Skills:
- 2 years of experience in HR Staffing e.g., Recruitment and Placement, desired and/or
- 2 years of experience employee management relations desired
Major Duties:
- Serves as senior Center human resources specialist. Provides civilian personnel programs execution and management advisory as well as oversight to include, but not limited to recruitment, placement and retention, compensation management, performance management, workforce planning and shaping, hiring metrics/data analysis, incentives, and separation management. Analyzes and researches technical and regulatory guidance to recommend course of action(s) required taking into consideration, the desired objectives and the complexities of the organization.
- Establishes workforce planning strategies and initiatives to enhance employment opportunities
- Troubleshoots problems and leads the efforts of a thorough analysis of adverse impact in assigned organizations with extremely diverse and complicated work force presenting critical recruitment and retention issues.
- Provides employee management relations and/or labor management advisory services to HR professionals in the major organizations.
- Provides advice and guidance to other HR professionals regarding the Air Force performance appraisal systems
- Responds to higher level taskings and suspense. Leads special projects associated with the division and provides written and oral reports. Prepares correspondences and briefings, identifies agenda items for corporate board and/or functional meetings
- Presents formal and informal briefings and training as required for program areas. Assists other staff members in program areas.
- Provides guidance and policy direction to the civilian personnel flight.
Qualifications/Requirements:
- U.S. Citizenship
- Obtain & maintain Security clearance
- Knowledge of and the ability to apply laws, executive orders, regulations, policies and concepts pertaining to the full spectrum of civilian personnel.
- Knowledge of the Federal personnel management functions for a large, multi-mission or otherwise diverse and
- complex organization or installation.
- Ability to design workforce planning strategies to meet organizational needs.
- Ability to communicate effectively both orally and in writing to work out solutions to problems, answer questions/requests, and exchange ideas with managers, supervisors, and employees.
- Ability to gather facts and us effective analytical and evaluative methods to accurately access information and make sound decisions
