About the Role:
The Air Force Test Center is looking for a Full-Time Position Management and Program Analyst (NH-0343-03) to work at the 412th Test Wing, 412th Test Engineering Group, Business Office (412 TENG/ENG) at Edwards Air Force Base.
In this position you will provide managerial, financial and project analysis for the 412th Test Engineering Group (TENG); to include, identification of test support requirements and cost, schedule and performance analysis. Provides workload-forecasting information that includes capabilities utilization, schedule and resource expenditure profile. Serves as the 412 TENG Recruitment Manager, and primary liaison to the Edwards Air Force Base Civilian Personnel Section, with the responsibility of planning/executing the full range of recruitment strategies to obtain civilian employees with the necessary skills to carry out the mission of the 412th Test Wing (TW) engineering organizations, and related management advisory services for all organizations assigned to 412 TENG.

Location: Edwards, CA (Edwards Air Force Base)
Typical 2024 salary range: $101,121 - $156,323 per year (includes locality)
Telework Information: Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"
Travel Requirements: Up to 25% travel possible
Direct Hire Authority: NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.

Major Duties:
- Collects, analyzes, and assembles data; prepares reports/briefings for the 412 TENG (including Group/Squadron Directors and Flight Chiefs) and external customers.
- Provides tactical and strategic recruitment services to organizations assigned to 412 TENG. The organizations are complex and dynamic and have a wide range of professional, scientific, administrative and highly technical positions.
- Leads or participates in special projects, job fairs, and university outreach associated with engineering recruitment and retention.
- Prepares written correspondence and other documents. Writes a variety of documents to include scripts for briefings, letters responding to inquiries from employees and other customers, and correspondence with colleges and universities.
Qualifications/Requirements:
- U.S. Citizenship
- Obtain & maintain Security clearance
- Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year
- Knowledge of the operations, products, services, needs and goals of the test program(s) and the organizations studied or served, and related customers, functions, resources and users.
- Ability to recognize and analyze problems, conduct research, summarize results and make appropriate recommendations; ability to research, analyze, interpret and apply rules, regulations and procedures.
- Ability to communicate orally and in writing; to plan and execute complex, multi-faceted projects simultaneously and to meet and deal with a broad range of customers using a high degree of tact and diplomacy.
- Ability to organize and lead special study teams and to maintain good working relationships.
