About the Role:
The Air Force Test Center is looking for a Full-Time Budget Analyst (NH-0560-02) to work at the 412th Comptroller Squadron (412 CPTS/FMA) at Edwards Air Force Base in Edwards, CA.

In this position, you will serve as a budget analyst in the installation’s budget office, performing a variety of budget functions involving the formulation, execution, and analysis of budgets for substantive programs and support activities.

Typical 2024 salary range: $46,020 - $109,673 (includes locality)
Telework Information: Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed “Unscheduled Telework.” (must reside in local area)
Travel Requirements: Up to 25% Travel possible

Desired Skills:
- 2+ years of budget analyst experience is highly desired.
- Must be able to communicate clearly and effectively, both verbally and in writing, with peers, mission partners and leadership personnel.
- 2+ years of budget/financial management computer systems experience highly desired.

Major Duties:
- Performs budget formulation work involving prep of detailed analyses of annual and/or multi-year budget estimates for assigned orgs/programs into a consolidated budget request
- Performs budget exec/admin work involving monitoring of obligations incurred & actual expenditures of a budget w/diff sources/types of funding such as direct & reimbursement annual, multi-year, & no-year appropriations; apportionment; allotments; transfer of funds from other agencies; revenue from industrially funded ops & refunds
- Devises & recommends adoption of procedures to implement budgetary processes/policies/instructions/regulations/fiscal law issued by MAJCOM, AF, & GAO
- Reviews/assesses long-term effects of budget guidelines, such as new/revised legislation/policy, Fin Plan, POM, etc., on assigned programs.
- Uses automated budgetary, accounting & finance & std operating software/systems & computer-generated products in accomplishing budgeting assignments

Qualifications/Requirements:
- U.S. Citizenship
- Obtain & maintain Security clearance
- Subject to Temporary Duty Assignment (TDY) approximately 15 days per year.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program)
- Knowledge of commonly used budgetary methods, practices, processes, procedures, regulations, precedents, policies and other guidelines
- Knowledge of mission functions, goals, objectives, work process and sources of funding pertinent to Air Force and installation programs/organizations/mission.
- Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
- Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funds execution tasks.
- Skill in the application of methods and techniques (e.g., cost-benefit analysis, activity-based costing [ABC], zero based budgeting [ZBB], amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.
- Skill in formulating, justifying, and/or executing multi-year budgets for assigned organizations/programs.
- Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
- Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
