The Air Force Test Center is looking for an obligated Full-Time Human Resources Specialist (Employee Relations) (NH-0201-03) to work at the Air Force Materiel Command (AFMC) in the 96TH Test Wing, 96th Force Support Squadron, Civilian Personnel Section, Employee Management & Relations Office at Eglin AFB in Valparaiso, FL.

Incentives:

This position has a typical 2024 salary range of $86,962 - $134,435 (includes locality).

Position specific skills and experience desired in a potential candidate:
• 1 year of experience with employee relations or labor relations concepts.
• Certification for Basic Employee Management Relations/Labor Management Relations Course

Mission/Purpose:
In this position you will serve as an Employee Relations Specialist performing duties in support of employee and management relations with the responsibility for planning, developing, and carrying out the full range advisory services for assigned organizations typified by complex organizational structures and dynamic, professional and/or scientific missions. Resolve difficult employee relations issues for a wide variety of organizations with varying missions. Advise management on a wide range of difficult/complex conduct and performance issues encompassing all areas of concern (leave/absences, hours of work, awards, supervisor records, ethics, workers’ compensation, drug/alcohol abuse, unemployment compensation, grievances/complaints/appeals, disciplinary & adverse actions, and physically restricted employees, etc.). Advises on Performance Management Programs, giving specific directions on procedural/regulatory requirements for correcting complex conduct problems, administering disciplinary & adverse actions. Serve as a technical advisor/representative for management/legal staff before third parties. Interpret laws/rules/regulations and local policies for management and conducts more extensive research to resolve complex/controversial problems. Prepares/assists management with preparation of written employee notifications, ensuring such documents are regulatory compliant and legally sufficient. Interprets negotiated contract for management/employees. As needed, assists with arbitrations, mediations, contract negotiations, and Unfair Labor Practices; prepares/presents managements case to protect the governments interests.

Major Duties:
• Provides employee relations (ER) assistance to management for assigned organizations of a complex nature.
• Consults/assists with complex/controversial conduct-related issues.
• Independently serves as point of contact for one or more ER programs.
• Prepares written correspondence and other documentation.

Qualifications/Requirements:
• U.S. Citizenship
• Obtain & maintain Security clearance
• May be subject to Temporary Duty Assignment (TDY) approx. 5 days/year
• In depth knowledge of a wide range of employee relations concepts, case law, principles, practices, and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems, and situations; and advise senior managers regarding corrective techniques in response to a wide range of conduct and performance problems.
• Knowledge and understanding of complex Federal HR management functions, theories, and techniques; and the basic relationships of the various HR disciplines.
• Knowledge of in-depth legal research methods, information-gathering techniques, and analytical techniques sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent, and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered.
• Knowledge of conflict resolution techniques sufficient to interact in highly charged, emotional situations which arise due to delicate or highly contested case matters and determinations.
• Skill in gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
