The Air Force Test Center is looking for a Full-Time Management Analyst (Human Resources Liaison) (NH-0343-02) to work at the 412th Test Wing Operating Location Air Force Plant 42 (412 TW/OL-AFP 42/CCBS) at the Edwards AFB Operating Location Air Force Plant 42 in Palmdale, CA.

Incentives:

This position has a typical 2024 salary range of $46,020 - $109,673 (includes locality).

Position specific skills and experience desired in a potential candidate:
- 3 years of demonstrated experience in interacting with customers, prospective candidates for filling job vacancies and in- and out-processing personnel that professionally represented Air Force Core Values and the organization
- 2 of years of experience in processing Requests for Personnel Actions (RPA) and utilizing various tools and systems for position and manpower management, tracking and alignment
- 2 years of work experience responsibility to demonstrate program compliance in official records management IAW AFI 33-322 Records Management and Information Governance Program and AFI 33-332 Air Force Privacy and Civil Liberties Program for the protection of personally identifiable information

Mission/Purpose:
In this position you will serve as a Management Analyst (Human Resource Liaison) providing human resources/manpower analytical and technical support as well as mission support to fill vacant civilian positions and aid to hiring managers for position management at the Operating Location Air Force Plant 42 in Palmdale, CA.

Major Duties:
- Performs research and analysis related to civilians and position management in the area of manpower, personnel, awards and special projects.
- Identifies and resolves complex and difficult problems pertaining to filling civilian job vacancies as well as accurately completing documentation for processing numerous personnel actions of a varying nature.
- Compiles data and prepares metrics for processes relating to hiring actions, milestone achievements and recommends improvements to processes.
- Works with team members to refine and apply efficient and effective methods and procedures for work accomplishment.
- Documents processes and provides on-the-job training.
- Maintains strict adherence to records management, records accessibility for co-workers and protection of personal information.
- Establishes work center alliances, anticipates and fulfills the organization’s manning and personnel needs.
- Protectively interacts with organizational managers to identify and define problems and to develop and implement strategies and techniques for resolving issues.
- Keeps consistent coordination with the Manpower Office for accurate maintenance of the Unit Manning Document and Overhire Log.
- Provides reports and status updates to hiring managers on a routine basis.

Qualifications/Requirements:
- U.S. Citizenship
- Obtain & maintain Security clearance (if applicable)
- Knowledge of database management systems, requirements analysis and data manipulation and extraction techniques for use in manpower and organizational analyses.
- Ability in gathering, assembling and analyzing facts; identifying changes, trends and problems; applying analytical and evaluative techniques, drawing conclusions and devising solutions to problems or issues of a procedural or factual nature.
- Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
- Ability to use a computer to create and update databases and produce quality productivity indicators and graphic presentations.
