About the Role:
The Air Force Test Center is looking for a Full-Time Human Resource Liaison Management Analyst, (NH-0343-03) to work at the 412thTest Wing, 412th Wing Staff Agencies, 412 CPTS/CCQ at Edwards Air Force Base, CA.

Provide HR analytical services to 412th Comptroller Squadron (412 CPTS) and 412th Wing Staff Agencies (WSA) which consist of 17 organization in regards to military and civilian personnel resources and manpower. Acts as the human resource liaison by providing human resources support but not limited to manpower & personnel actions, staffing, classification, employee management relations, performance management, and personnel recognition. Serves as a technical expert in developing and ensuring new processes and/or procedures comply with fiscal laws, rules and regulations and all requirements are followed/met


Location: Edwards, CA
Typical 2024 salary range: $101,121 - $156,323 (includes locality)
Telework Information: Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"
Travel Requirements: Up to 25% travel possible

Desired Skills:
- Proficient use of Microsoft Office applications (Excel, Word, PowerPoint, Outlook, etc.)
- 2 years’ experience in Human Resource Liaison duties and responsibilities.
- Ability to work with senior leadership and directors of multiple organizations.

Major Duties:
- Serves as an advisor to 412 WSA organizations’ leadership and supervisors on pertinent human resource matters regarding organizational design, position management, classification, manning requirements, various personnel actions to include hiring, position descriptions, selections, and assistance/guidance for new employees.
- Advisor/consultant to the assigned organization(s) and works with the Civilian Personnel Office in resolving problems such as recruitment methods, classification evaluations, employee relations, impact on jobs and employees due to changes in work, etc.
- Uses and maintains human resource management information using automated tools including the Command Human Resource Information System (CHRIS), Defense Civilian Personnel System (DCPDS), Business Objective Report (BOI) and various civilian personnel systems to produce spreadsheets, charts, and graphic presentations.
- Interprets, analyzes, and implements personnel program initiatives affecting functionally aligned personnel across multiple 412 WSA organizations. Assists with proposed reorganization and/or realignment of functions and staffing level changes.
- Responsible for the civilian appraisal programs. Advises all levels of management for annual performance evaluations. Advises management on proper preparation of work plans, feedback sessions, performance evaluations, and maintenance of the supervisor’s work folder. Responsible for disseminating Defense Performance Management Appraisal Program (DPMAP) and Contribution-based Compensation Appraisal System (CCAS) processes/programs.

- U.S. Citizenship
- Obtain and maintain a Secret security clearance.
- Subject to Temporary Duty Assignment (TDY) approximately 35 days per year.
- Knowledge and understanding of complex federal Human Resource (HR) management functions and expertise in theories and techniques; and the basic relationships of the various HR disciplines.
- Knowledge of data base management systems, requirements analysis, and data manipulation and extraction techniques for use in manpower and organizational analyses.
- Knowledge and skill in the methods of fact-finding, using effective, analytical, and evaluative methods to accurately assess information, and the development of concrete action plans to solve problems.
- Ability to communicate effectively, using tact and courtesy, both orally and in writing; negotiate complex issues; and maintain good working relationships.
- Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
- Ability to plan, organize, and manage projects with limited management assistance and prioritize workload for efficiency and effectiveness.
- Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall. Incumbent may be required to report to work during base exercises, contingencies, or emergency situations and overtime/comp time/credit hours may be required to accomplish assigned duties.
