The Air Force Test Center is looking for a Supervisory Management Analyst (NH-0343-03) to work at the 412thTest Wing, 412th Wing Staff Agencies, 412th Comptroller Squadron, (412 CPTS/CSS) at Edwards AFB in Edwards, CA.

Telework Information:

This position has a typical 2024 salary range of $101,121 - $156,323 (includes locality).

Position specific skills and experience desired in a potential candidate:
- Proficient use of Microsoft Office applications (Excel, Word, PowerPoint, Outlook, etc.)

Mission/Purpose:
The purpose of this position is to exercise managerial authority and principal advisor for all Human Resources (HR) and Commander Support Staff (CSS) functions for the 412th Comptroller Squadron (CPTS) and multiple Wing Staff Agencies (WSA). Responsible for providing advice to leadership across the entire spectrum of civilian/military personnel management (manpower, compensation, performance, employee management relations, awards, civilian training) and support staff functions/commander programs.

Major Duties:
- Exercises supervisory personnel management responsibilities.
- Responsible for all mandated administrative support programs within the Commander Support Staff function.
- Coordinates education and training requirements for all civilian employees. Serves as a technical advisor on civilian training for the organization.
- The incumbent acts as an advisor/consultant to the assigned organization and works with the Civilian Personnel Office in resolving problems such as recruitment methods, classification evaluations, employee relations, impact on jobs and employees due to changes in work, etc.
- Responsible for the civilian appraisal programs. Advises all levels of management for annual performance evaluations. Advises management on proper preparation of work plans, feedback sessions, performance evaluations, and maintenance of the supervisor’s work folder.

Qualifications/Requirements:
- U.S. Citizenship
- Obtain and maintain a Secret security clearance.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program
- Ability to supervise employees using knowledge of personnel management regulations and procedures required to interview, hire, train, and appraise employees
- Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature and provide management information for resolution when clear guidelines are lacking
- Knowledge of the functions, processes, and principles of manpower and personnel methods to gather, analyze, and evaluate data concerning management processes.
- Knowledge of the unit manpower document in relationship to organization structure, mission, and goals
- Ability to communicate effectively, using tact and courtesy, both orally and in writing; negotiate complex issues; and maintain good working relations
- Knowledge of commander support staff functions, duties, and responsibilities; administrative, personnel and commander programs
- Knowledge of EEO, safety and security regulations, practices, and procedures
- Knowledge of a variety of personnel programs to include, but not limited to education and training, performance, supervisory, mentoring, administrative and employee relations
