The Air Force Test Center is looking for (4) Full-Time Acquisition Program Managers (NH-1101-03) to work at the Air Force Materiel Command (AFMC) in the Air Force Test Center (AFTC), in the 804th Test Support Squadron (AEDC/804TSS) at Arnold Air Force Base in Tullahoma, TN.

Incentives:

This position has a typical 2024 salary range of $86,962-$134,435 (includes locality).

Position specific skills and experience desired in a potential candidate:
-Strong planning, organizing and budgeting skills desired
-Experience in government contracting and material procurements desired
-Experience managing the efforts of a technical project team desired
-Ability to effectively communicate technical detail both orally and in writing is desired.

Mission/Purpose:
The primary purpose of this position is to serve as an Acquisition Program/Project Manager, directing or supporting the activities of Department of Defense (DoD) funded test capability improvement acquisition efforts. Employee will provide programmatic leadership in planning, analyzing, and evaluating the efforts to develop requirements, cost and schedule estimates, performance and deliverables for acquisition projects while communicating with project stakeholders and government leadership.

Major Duties:
-The duties of this position involve an organizational focus mindful of the historical significance of unique and long-term contracts.
-Generate new concepts, provide strategic direction, and transform strategic goals into program/policies.
-Participate on high-level teams, lead organizational change, assess factors affecting customer needs, and stimulate customer alliances at senior levels.
-Provides a balanced approach to assessing issues and formulating equitable solutions.
-Determine/communicate organizational positions and resolve controversy, review/approve results and convey strategic vision.
-Develops, acquires and allocates resources, determining innovative approaches to attain goals and minimize expenditures
-Plans, organizes, directs, and coordinates significant and complex test facility improvement projects as the government representative project/program manager, managing and directing the efforts of combined government and contractor project teams.
-Lead a project team to determine project requirements, develop execution schedules, create cost estimates and acquire/allocate resources.
-Manage planning, design, procurement, fabrication, installation, construction, and verification/validation efforts to ensure program objectives are met within cost and schedule constraints.
-Communicate with senior leadership to facilitate technical, programmatic, and strategic decisions related to assigned projects.

Qualifications/Requirements:
-U.S. Citizenship
-Obtain & maintain appropriate security clearance
-A technical degree at the bachelor’s level is highly desired, but not required.
-This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). The selectee must meet or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
-This position requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months
-Work may occasionally require travel away from the normal duty station.
-Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.
-Knowledge of safety and security regulations, practices, and procedures.
-Knowledge of the missions, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
-Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.
