The Air Force Test Center is looking for a Full-Time Community Planner (NH-0020-03) to work at the 412th Test Wing, 412th Civil Engineer Group, Engineering Division, Planning Office (CEN/CENPL) at Edwards AFB in Edwards, CA.

This position has a typical 2024 salary range of $101,121 - $156,323 (includes locality).

Position specific skills and experience desired in a potential candidate:
- 2 years of experience in Installation Planning desired.
- Working knowledge of Arc GIS experience desired.
- Experience leading planning charrettes and District Plans desired.

Mission/Purpose:
In this position the Community Planner will perform comprehensive planning functions including Encroachment Program Management, Air Installation Compatible. Use Zone (AICUZ) Program Management, Strategic Basing and Installation Optimization at Edwards AFB.

Major Duties:
- Facilitates the development and maintenance of the Installation Development Plan (IDP) and other comprehensive planning studies used as the basis for installation development, and installation investment planning decisions.
- Ensures compatible use planning between on and off installation facilities infrastructure development and land use.
- Plans, programs, budgets, and executes required projects in support of assigned programs.
- Collects data and evaluates factors which affect the physical development, maintenance, and management of installation infrastructure assets.
- Delivers presentations on planning status to leadership, including, accomplishments, solutions, and future requirements for support.

Qualifications/Requirements:
- U.S. Citizenship
- Obtain & maintain Security clearance
- BS in Urban or City Planning, Architecture or related field.
- Professional knowledge of community planning concepts, principles, theories, regulations, and methods to identify community needs and develop and maintain an installation master (development) plan and supporting programs.
- Knowledge to gather, assemble, and analyze facts; draw conclusions; devise solutions to problems that are conventional in nature; and identify changes and trends.
- Ability to effectively communicate via a formal briefing or in a public speaking forum and to develop concise written technical information appropriate for any specific audience.
