The Air Force Test Center is looking for 3 Full-Time Contract Specialist (NH-1102-02) to work at the AFTC/PZ Arnold Contracting Execution Directorate, Installation Contracting Division (PZI) at Arnold Engineering Development Complex (AEDC) in Arnold AFB in Tullahoma, TN.

This position has a typical 2024 salary range of $39,576 - $94,317 (includes locality).

Position specific skills and experience desired in a potential candidate:
-Bachelor’s Degree is required; Master’s Degree in Business or acquisition related field desired
-Efficient in Microsoft Office Suite
-Experience working as a member of a multi-functional team

In this position you will provide business advice to the customer and perform preaward and postaward functions using a wide range of contracting methods and types to procure complex or specialized services, commodities, and/or construction for the organization at fair and reasonable prices following Air Force and other government directives.

Major Duties
Preaward Functions/Duties:
-Provide guidance to technical-personnel involved in the development of the statement of work or data requirements; formulate the contracting approach to be taken that will best satisfy the requirement; determines the type of contract best suited to the requirements, develops special clauses and terms and conditions applicable to the solicitation
-During negotiated procurements, employee plans the procurement actions with technical, legal and contract pricing personnel
-Determine the sources to be solicited, prepare applicable determinations and findings, conduct preproposal conferences, receive and evaluate proposals in conjunction with price/cost analysis or other technical personnel, determine the competitive range in negotiations with one or more offerors, prepare award documents and make presentations to a source selections authority when appropriate
-Respond to inquiries; including formal protests and congressional inquiries
-Function as a team leader during contractual negotiations
-Coordinate throughout the acquisition process with representatives from the program office, financial office, office of the Chief Counsel, and the small and disadvantaged business representative
-Serve as the principal contact for the contract and represent the agency in conferences with industry and other Federal government agencies pertaining to the acquisition

Postaward Functions/Duties:
-Monitor contractor performance in relation to the completion schedule required by the contract, insuring timely submission of technical progress reports; making periodic visits to the contractor's facility or work site; detecting and correcting labor standards violations; taking appropriate actions to expedite delivery or performance when required by mission changes
-Monitor the requirements, defective specifications, change site condition, or changes Government furnished property
-Negotiate settlements for such changes, approve contract payments, assess liquidated or actual damages for nonperformance, issue cause or cure notices, terminate contracts for default or convenience and negotiate settlements
-Prepare replies to other involved agencies, appeal bards, or congressional inquiries

Qualifications/Requirements:
-Obtain & maintain appropriate security clearance
-Bachelor’s degree required (must submit transcripts)
-The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8
-This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment
-This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months
-File an OGE-450, “Confidential Financial Disclosure Report”
-Employee is required to attend annual ethics and procurement integrity training
-Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year
-At the discretion of the supervisor, MAY serve as a warranted contracting officer
-MAY be required to work overtime
-Knowledge of government and agency-specific guidelines and business practices including statutes, regulations, policies and procedures that cover different contract types
-Ability to identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions
