The Air Force Test Center is looking for a Full-Time Military Personnel Specialist (NH-0201-03) to work at the Air Force Materiel Command (AFMC) in the Air Force Test Center (AFTC), in the Department of Military Personnel (AEDC/DPM) at Arnold Air Force Base, in Tullahoma, TN.

This position has a typical 2024 salary range of $86,962-$134,435 (includes locality).

Position specific skills and experience desired in a potential candidate:
-This position serves as the primary lead for a small Military Personnel Section (MPS) that performs a full range of military personnel programs. The MPS interfaces directly with the Military Personnel Flight at Eglin AFB, FL and Holloman AFB, NM.
-Knowledge and experience working in the various MPF sections (e.g. Force Management, Customer Service, Personnel Development, etc.) desired
-Experience and familiarity with MILPDS (Military Personnel Data System) input such as MILPDS, LeaveWeb; AFPC Secure Apps (e.g. BLSDM, CMS, PRDA, vOP, OPA, Talent Marketplace, etc.)
-Familiar with AFIs, DAFIs, DODIs and PSDM guides pertaining to military programs
-Knowledge of Survivor Benefits Plan and Casualty Assistance Program to assist active duty and retired military and their families with benefits and entitlements.

Mission/Purpose:
In this position you are to provide military personnel support, management and technical expertise covering a variety of military personnel functions to include officer and enlisted promotions, testing, special actions, in/out processing, benefits and entitlements, requisitions, performance evaluations, awards, decorations and various other programs.

Major Duties:
-Advise the Complex Commander, unit commander/directors, Chief of Personnel (DP), supervisors, subject matter functionals and military personnel on the full range of military personnel programs including evaluations, recognition programs, promotions, classifications, accessions, career development, sustainment, retirements/separations, and personnel readiness/deployment functions
-Coordinate with HQ AFMC, HQ Air Force Personnel Center (AFPC), Air Force Reserve Center (AFRC), Installation Deployment Officers, Financial Management, Manpower, Education and Training personnel, and Civilian Personnel to facilitate and execute effective management of military personnel and Commander’s programs
-Perform quality review of reports for correct rater/ratee identification data, period of report, number of days supervision, reason for the report, organization, Command, location, PAS code, duty title and ensures raters match the performance report shell, etc.
-Oversee the Casualty programs and act as an Alternate Casualty Assistance Representative
-Provide total advisory services on programs related to the Survivor Benefit Plan (SBP).
-Provide counseling, guidance, and interpretation concerning the broad range of rights and benefits, explaining both short and long-term impact of the SBP on Air Force personnel and their families
-Coordinate all aspects of the Individual Mobilization Augmentee (IMA) program for the Complex. -Maintain oversight of reserve personnel matters and IMA personnel requirements such as evaluations, decorations, promotion eligibility, awards, etc.
-Oversee updates and inquiries on a wide variety of entitlement, allowance, and indebtedness actions by military personnel team members as well as processing these actions through military personnel data systems and/or military financial systems
-Perform a myriad of military personnel services to all installation level organizations

Qualifications/Requirements:
-U.S. Citizenship
-Obtain & maintain appropriate security clearance
-Work may occasionally require travel away from the normal duty station
-May occasionally be required to work other than normal duty hours
-Serve as an alternate Casualty Assistance Representative (CAR)
-Must attend initial CAR training and maintain familiarity with CAR mission via regular and recurring training for purposes of building casualty notification teams and conducting beneficiary briefings
-Occasional after duty hours may be required; being on-call occasionally for active duty death notification; and must travel occasionally to conduct beneficiary briefings in a sometimes emotionally charged environment
-Knowledge of the principles, concepts, techniques, standards, processes, and guides of military Human Resources procedures to process transactions and records update that are a part of the HR information system sufficient to maintain data quality for the HR database
-Knowledge of military programs, objectives, policies, procedures to assure a comprehensive understanding of Military Human Resources programs/services.
-Knowledge of the principles, concepts, techniques, standards, processes, and guides of Military Personnel/Pay Management and ability to relate to personnel systems
-Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources
