About the Role:

The Air Force Test Center is looking for a Full-Time NH-3 General Engineer 0801/Operations Research Analyst 1515 to work at 96 Test Wing, Air Force SEEK EAGLE Office (96 SK) at Eglin Air Force Base, Florida.

To serve as a professional project manager employing engineering or operations research analyst experience within the Air Force SEEK EAGLE Office Certification Division (96 SK/SKP) in support of aircraft/store compatibility programs/projects. Employee applies multidisciplinary engineering techniques and management principles to determine optimum test approaches and procedures for achieving program test objectives and/or to determine operational or technical adequacy of data or system requirements or specifications to deliver recommended flight clearances and certification recommendations for the user.  Duties performed support the acquisition, development or sustainment of weapon systems, subsystems, and/or support equipment while managing cost, schedule and performance objectives.

In this position you will perform duties as the F-15 aircraft project manager for a diverse team of project managers and engineers in support of aircraft-store compatibility for developmental and operational customers. Works closely with test agencies, weapon and platform SPOs, major commands and DoD contractors..

Typical 2026 salary range: $89,508 - $138,370 Per Year (includes Locality)

Travel Requirements: Subject to Temporary Duty Assignment (TDY) by military or commercial aircraft approximately 31 days per year.

Desired Skills:

- 2 years specialized experience providing test management mentoring expertise to other members of a unit.

   - Ability to provide  testing advice and recommendations to less experienced engineers and test personnel.

   - Fighter aircraft experience (F-15, F-16, F-35) highly desired.

- 2 years knowledge of major test and evaluation programs which include developmental tests, engineering and evaluation tests, operational evaluation tests, and joint test evaluation programs pertaining to air-to-air/air-to-surface weapons, and aircraft fire control and avionics integration.

   - Ability to resolve unique or complex/controversial problems, conditions, or issues.

   - Ability to apply knowledge of the physical and engineering sciences and mathematics, principals and techniques, and practices of engineering.

- 2 years experience as a program or project manager.

   - Knowledge of the acquisition, development or sustainment of weapon systems, subsystems, and/or support equipment while managing cost, schedule and performance variables.

Major Duties:

- Multi-functional Team Coordination

   - Lead a multi disciplined team in cost / schedule / performance constraints.

   - Review/approve engineering rationale produced by the team.

   - Interface with acquisition professionals and aircraft operators regarding test operations.

- Resource Management

   - Estimate labor and duration for engineering efforts.

   - Track engineering effort progress toward competition.

   - Resource assignment and scheduling.

   - Plan/execute test support activities as needed.

   - Participate in process improvement initiatives.

   - Assist Branch Chief / Division Chief in annual budget development.

Qualifications/Requirements:

  • U.S. Citizenship

  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
  • A professional degree at the bachelor’s level from an ABET accredited institution in engineering, operations research or closely related field is required. An engineering degree or operations research on the graduate level is highly desired.
  • Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position.
  • Position may require drug testing and the candidate may be subject to a drug test upon selection.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays.
  • Selectee may be required to serve a probationary or trial period.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position is an Acquisition Professional Development Program (APDP) position requiring Level/Tier 2 (Practitioner) Non-Critical Certification in Engineering and Technical Management. Employee is expected to meet Continuing Acquisition Education requirements.

 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of professional aerospace engineering concepts, principles, practices, standards, methods, techniques, materials and equipment to effectively apply engineering theories, principles and concepts to project

development and execution.

2. Knowledge of air-vehicles, ground systems and support equipment sufficient to plan, design, test, troubleshoot, evaluate and oversee the development and/or sustainment of aerospace vehicles and systems.

3. Knowledge of other engineering disciplines and standard acquisition regulations, practices and procedures.

4. Ability to analyze data and establish requirements for technical objectives and characteristics.

5. Ability to communicate clearly, concisely and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia and other agencies.

6. Ability to use computer applications in support of planning, designing, analysis and reporting.
