The Air Force Test Center is looking for a Full-Time Budget Analyst (NH-0560-03) to work at the 412 Comptroller Squadron (412 CPTS/FMAO) at Edwards AFB in Edwards, CA.

Incentives:

This position has a typical 2024 salary range of $101,121 - $156,323 (includes locality).

Position specific skills and experience desired in a potential candidate:
- 2+ years of budget analyst experience is highly desired.
- Must be able to communicate clearly and effectively, both verbally and in writing, with peers, mission partners and leadership personnel.
- 2+ years of budget/financial management computer systems experience highly desired.

Mission/Purpose:
To serve as the 412 CPTS principal Budget Analyst for all direct, reimbursement, pay and non-pay budget operations. Provides financial decision support and performs a variety of financial management functions involving the planning, programming, formulation, justification, execution, and analysis of budgets and economic and cost analysis studies for substantive AF programs at Edwards Air Force Base including the: civilian pay, improvement and modernization, sustainment, restoration, and modernization, operations and maintenance and base support, test support, customer reimbursements, medical, command and staff, and mission support.

Major Duties:
- Leads in highly challenging budget formulations issues, projects/programs and identifies and resolves extremely complex problems in multiple financial management disciplines using analysis, critical thinking, and adaptable solutions. Develops and establishes processes and techniques to fit new situations to improve overall financial programs and policies.
- Ensures planning, budget execution and other related financial management work are performed in a timely fashion. Interprets and applies Federal and Air Force regulations and directives from higher headquarters.
- Provides decision support, assistance, and guidance on budget and financial management related information. Prepares for, conducts, and attends briefings, meeting, working groups, etc. as a representative of organization.
- Conducts analysis, trend analysis, gathers data and reviews budget and financial management related information. Ability to plan, organize, and manage projects simultaneously with limited management assistance and prioritize workload for efficiency and effectiveness.

Qualifications/Requirements:
- U.S. Citizenship
- Obtain & maintain Security clearance (if applicable)
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program)
- Ability to gather, assemble, and analyze data to prepare budget estimates, develop and determine alternatives, and make recommendations to resolve budget/funding problems.
- Knowledge of mission functions, goals, objectives, work process and sources of funding pertinent to Air Force and installation programs/organizations/mission.
- Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports and/or inventory and supply data.
- Knowledge of commonly used budgetary/financial management methods, practices, processes, procedures, regulations, precedents, policies, and other guidelines.
