The Air Force Test Center is looking for a Full Time Interdisciplinary General Engineer/Operations Research Analyst (NH-0801/1515-03) to serve as a Test Project Manager at Arnold Engineering Development Complex, 704th Test Group, 846th Test Squadron, Project Management Flight (846 TS/TGTP) at Holloman AFB in Alamogordo, NM.

This position has a typical 2024 salary range of $86,962- $134,435 (includes locality).

Position specific skills and experience desired in a potential candidate:
- At least 1 year of project management experience
- At least 1 year of experience in test and evaluation
- Experience with project management software or other computer programming that would translate to project management

The primary purpose of this position is to serve as a test project manager, performing technical management of rocket sled tests. The 846 TS works with DoD and other customers to design, develop and execute high speed rocket sled ground tests specifically designed to simulate selected portions of the flight environment in support of the development of weapon systems and other flight hardware. The 846 TS is unique in that every test utilizes a single test resource: the Holloman High Speed Test Track. Moreover, the 846 TS is a “one stop shop,” where all aspects of a test project are carried out in-house, including mechanical and instrumentation engineering design; sled, instrumentation & concrete target fabrication; test setup & teardown; data collection, analysis & reporting; as well as continual rail maintenance. The test project manager has the overall responsibility to manage and coordinate the cost, schedule and technical performance of sled test projects across the project lifecycle from customer inquiry through planning, test execution, and project closeout.

Major Duties:
- Negotiate and decompose technical customer test requirements into an effective work breakdown structure (WBS)
- Optimally schedule project activities and create cost and schedule baselines
- Manage multiple projects simultaneously; keep projects on schedule and within budget
- Assess project status against technical, cost & schedule baselines using Earned Value Management and other technical and financial analysis techniques
- Communicate project status to stakeholders via briefings and written reports
- Understand and communicate technical information to stakeholders across various disciplines, both verbally and in writing
- Create and archive accurate and timely test documentation including contract documents, test plans, safety plans, security plans, launch orders, mission reports, etc.
- Work with and motivate team members across diverse technical and trade functional areas
- Respond effectively to rapidly changing situations

- Valid driver’s license – work requires employee to drive a motor vehicle
- Bachelor’s degree or higher from an accredited institution in a technical field that meets OPM requirements for a general engineer ( or operations research analyst (
- Must obtain Practitioner Level Test & Evaluation Acquisition Professional Development Program Certification within four years of hire date
- Subject to travel approximately 30 days or less per year
- May be required to file an OGE-450 Financial Disclosure Statement
- Knowledge of a wide range of advanced multidisciplinary scientific & engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance.
- Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds
- Ability to communicate clearly, concisely, and with technical accuracy, as well as work in a professional manner with peers, management, customers, contractors, academia, and other agencies across a broad range of functional areas
