The Air Force Test Center is looking for a Full-Time Airport Strategic Planner (NH-0343-03) to work at the 412th Test Wing, 412th Civil Engineer Group (412 CEG/CE) at Edwards AFB in Edwards, CA.

Incentives:

This position has a typical 2024 salary range of $101,121 - $156,323 (includes locality).

Position specific skills and experience desired in a potential candidate:
- 2 years of experience in air side community and strategic planning desired.
- 2 years of experience in conducting thorough assessments and analyses to identify opportunities for process optimization and improvement.
- 2 years of experience of community engagement strategies.
- 2 years of experience in being an expert in Excel, Access, PowerPoint, Word.
- 2 years of experience in fostering positive relationships and consensus-building to achieve shared goals and objectives.

Mission/Purpose:
In this position the Airport Strategic Planner will ensure optimal performance and maintenance efficiency of Air Force weapon systems through comprehensive planning, evaluation, and alignment of mission and values, we aim to address challenges, predict developments, and execute strategic actions for long-term success.

Major Duties:
- Formulate a detailed process plan that serves as a roadmap for airside strategic planning, integrating the organization’s vision, mission, goals and objectives against new aviation weapon system testing. Align strategic initiatives with the diverse needs and expectations of external Air Force stakeholders, customers, and regulatory authorities to ensure long-term bed down, facility support, and mission success and sustainability.
- Conducts thorough assessments of the support provided by the 412 Civil Engineer Group to the 412th Test Wing. Ensures the efficiency of testing processes for existing and future Air Force weapon systems, focusing on improvised performance and decreased maintenance objectives. Work with HQ AFIMSC, AFCEC and HQ AFMC for new mission programming and funding assistance.
- Clearly defines and articulates the mission, vision and values of the 412th Civil Engineer Group to establish a cohesive and guiding framework. Communicates this framework internally and externally, fostering a shared understanding and commitment to the organization’s purpose and direction related to new customer bed down needs, infrastructure assignments and installation development planning for 412 TW Strategic Alignment.
- Implements a robust monitoring and evaluation system for strategic planning, conducting regular assessments of its effectiveness. Proactively identify areas for modification or improvement, ensuring adaptability in a dynamic and competitive environment. Conducts quarterly program management reviews to align strategic goals with the objectives of the 412th Test Wing, internal Air Force customers, and external DoD partners.

Qualifications/Requirements:
- U.S. Citizenship
- Obtain & maintain Security clearance
- Ability to plan and execute complex, multi-faceted projects/programs simultaneously
- Ability to recognize and analyze problems, conduct research, analyze and summarize results and make appropriate recommendations
- Ability to create and update databases and produce written and graphic presentations in Excel, Access etc.
