The Air Force Test Center is looking for a Full-Time Human Resources Specialist (NH-0201-02) to work at the Air Force Materiel Command (AFMC) in the Air Force Test Center (AFTC) Headquarters (HQ), at the Personnel Programs Division (AFTC/DPP), at Edwards AFB in Edwards, CA.

AFTC is the center for test management which includes staff agencies and 412 Test Wing at Edwards AFB, CA; 96 Test Wing at Eglin AFB, FL; Arnold Engineering and Development Complex at Arnold AFB, TN and numerous operating locations throughout the United States, with ~13K military and civilian authorizations and ~5K contractors.

This position has a typical 2024 salary range of $46,020 - $109,673 (includes locality).

Position specific skills and experience desired in a potential candidate:
- 2+ years of experience in recruiting, staffing, and/or placement preferred
- 2+ years of experience executing and managing DEI/EEO initiatives preferred
- 2+ years of experience in employee management relations (EMR) preferred

Supports AFTC mission, goals and objectives; facilitates change provides HR policies and advisory services to create an environment which promotes growth, accountability, involvement, organization alignment, recruit and retain diverse talent with high performance work environments.

Major Duties:
- Participates with senior HR specialist on various civilian personnel programs, policies and guidelines including, but not limited to, recruitment and retention, pay setting, EEO and diversity planning, career development, reduction-in-force and separation management. Analyzes technical and regulatory guidance to recommend the course of action required, taking into consideration the desired objective and the complexities of a diverse organization. Provides oversight for program operations.
- Participates in workforce planning strategies and initiatives to enhance the diversity of employment opportunities for a diverse workforce including veterans, minorities and women. Trouble shoots problems and works a thorough analysis of adverse impact(s) in assigned organizations with extremely diverse and complicated workforce presenting critical recruitment and retention issues. Provides Equal Employment Opportunity and Diversity Planning program support to Special Emphasis program managers; ensures advice aligns with overall program objectives and goals.
- Participates in employee and labor management matters with senior HR professionals. Analyzes disciplinary and adverse actions, employee benefits programs, telework participation, quality of life initiatives for trends, best practices and improvements in policies and procedures; identifies areas of concern. Researches guidance for HR professionals regarding the Air Force performance appraisal systems and awards.
- Participates in special studies, initiatives and projects as directed by senior leadership. Develops milestones and objectives to assigned projects. Keeps senior leaders informed to project completion. Identifies any roadblocks and provides measurable and actionable alternative courses of action.
- Responds to higher level taskings and suspenses. Prepares and delivers oral presentations such as briefings, training sessions and best practice sessions with other staff service functions. Resolves controversial matters and conveys information relative to proposed changes in assignments. Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc.

- U.S. Citizenship
- Knowledge of and the ability to apply laws, executive orders, regulations, policies and concepts pertaining to the full spectrum of personnel programs.
- Knowledge of the Federal personnel management functions for a large, multi-mission or otherwise diverse and complex organization or installation.
- Ability to gather facts and use effective analytical and evaluative methods to accurately access information and make sound decisions.
- Ability in gathering, assembling and analyzing facts and drawing conclusions; developing matrices; devising solutions to problems; identifying changes and trends and preparing and presenting briefings and reports..
- Verbal and written communication skills in order to maintain an ongoing exchange of ideas related to Personnel Programs with managers, supervisors and employees.
