The Air Force Civilian Service (AFCS) is looking for a Full-Time Supervisory Facility Operations Specialist (Heavy Repair Flight Chief), (NH-1640-03) to work at the Air Force Materiel Command (AFMC) in the Air Force Test Center (AFTC), at the 412th Civil Engineer Group, 412th Civil Engineer Squadron at Edwards AFB, CA.

This position has a typical 2022 salary range of $91,254 - $141,064 (includes locality).

Telework Information:
• This position is Situational Telework Eligible (must reside in the local area) for UP TO a maximum of 80% of the time. Amount of telework time and telework schedule will be at the discretion of the Selecting Official and implemented after entrance on duty.

In this position, you will serve as the Heavy Repair Flight Chief with responsibilities to plan, organize and direct the operations and maintenance of the Pavements and Structures Elements within the Flight. The Heavy Repair Chief directs, organizes and exercises control over subordinate employees; assigns work to subordinates based on priorities, difficulty of assignments and capabilities of employees; develops performance standards and rates employees; interviews candidates for subordinate positions and recommends hiring, promotions or reassignments; identifies, arranges and provides developmental and training needs of employees; provides a work environment that is free from all forms of discrimination, harassment and retaliation; addresses subordinate’s concerns, whether perceived or real and follows up with appropriate action to correct or eliminate tension in the workplace; supports the agency’s EEO program; utilize safety and security practices following established rules and regulations to maintain a safe, clean and secure work environment; oversee facility management resources including personnel, financial programs, infrastructure and information resources; and administers and evaluates programs including, but not limited to, building fire safety, ground safety and resource protection.

- Bachelor’s Degree is desired, but not required
- Knowledge of governing facility management regulations and standards.
- Knowledge of fire, safety and resource protection regulations and standards.
- Knowledge of fund streams and how to initiate work or project requirements to affect maintenance, repair or construction of the facility
- Knowledge of basic construction and engineering principles sufficient to identify hazardous conditions in proposed renovations/additions
- Knowledge of safety, environmental, security and EEO regulations, practices, and procedures
- Ability to plan, organize, and direct the functions and staff of an organization.
- Use critical thinking skills to utilize expert technical knowledge to formulate, determine and/or influence desired outcomes
- Knowledge of the principles of facility and heavy repair operations, upgrade theories, concepts and procedures; customer service operations and financial management principles and standards
- Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating these technologies into the operation and maintenance of built and/or natural infrastructure
